This position is in the Fact Finding Mission (FFM) on the Situation of Human Rights in Venezuela, Latin America Branch, Field Operations and Technical Cooperation Division (FOTCD) of the Office of the High Commissioner for Human Rights (OHCHR) based in Panama City.
The Security Coordination Officer reports directly to the Coordinator of the Fact Finding Mission (FFM) and to the Senior Security Manager in OHCHR Geneva through the Field Safety and Security Coordinator.
Functional responsibility for security rests with the Coordinator of the FFM supported by the OHCHR Safety and Security Section.
Within delegated authority, the Security Coordination Officer will be responsible for the following duties :
arranges for necessary repairs or adjustments.
Ability to deal effectively with stress factor when encountered in security management. Ability to apply technical skills to understand and consolidate the varying specializations such as electronics, communications, mechanics, explosives and other sophisticated devices encountered in security system management.
remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.
demonstrates openness in sharing information and keeping people informed.
shares credit for team accomplishments and accepts joint responsibility for team shortcomings.
Advanced university degree (Master’s degree or equivalent) in security management, business administration, political / social science, psychology, international relations or a related field.
A first-level university degree with a focus on security management or related disciplines in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Military or Police Academy degrees (at officer's level), may also be considered in lieu of the first level university degree.
A minimum of five years of progressively responsible experience in military, police, security management (preferably in the police or military context), or related area is required.
Out of the five years, three years of experience working in the field is desirable.
Experience with the UN Security Management System (UNSMS) is desirable.
Experience in the area of human rights or international humanitarian law is desirable.
Experience in Venezuela and / or Latin America region is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and Spanish is required.
Knowledge of another UN official language is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

The term sexual harassment means any unwelcome conduct of a sexual nature that might reasonably be expected or be perceived to cause offence or humiliation, when such conduct interferes with work, is made a condition of employment or creates an intimidating, hostile or offensive work environment, and when the gravity of the conduct warrants the termination of the perpetrator’s working relationship.
Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
