The Financial Manager in his / her capacity is responsible for finance administration, fiscal management, compliance in Rules and Regulations from USDA as well as SCI, and financial reporting Literacy Education and Nutrition for Sustainability (LENS) in Guatemala.
SCOPE OF ROLE :

KEY AREAS OF ACCOUNTABILITY :
Financial Accountability :
Provide a high standard of financial accounting in Guatemala LENS, ensuring compliance to local statutory law and Save the Children accounting policies.
Ensure compliance with accounting systems, policies, internal controls and procedures for the
collection of accurate, complete and timely financial data (e.g. budgets, forecasts, expenditure, BVAs
commitments, and delegation of authority).
Provide timely month projections to Finance director to ensure funds to meet programme needs.
Request cash flow to ensure timely and secure transfer of funds to meet program needs.
Ensure weekly spreadsheets are submitted to country office in timely fashion for posting in Agresso.
Provide the necessary checks and balances to ensure that money is spent effectively, efficiently and in line with donor requirements.
Support budget holder to produce quality budgeting information. (forecasting projections, BVA s)
Lead the Monthly BVA meeting with the senior staff of LENS in Guatemala as well as monthly forecast meetings.
Ensure all relevant stakeholders are involved in the budgeting process including budget revision and NCE requests.
Responsible for development of the cost share calculator (CAM), completing the tools for registration and documentation of the cost share obtained / achieved.
Ensure that all the accruals are registered in Agresso in a timely manner.
Finance Management :
Support on donor financial reports, project budgets and requests of information.
Prepare annual master budget as well as financial forecasts required by SCI, for LENS and USDA.
Revise and update budget of LENS program based on approved fund summary in AMS.
Review financial codes of procurement plan, ensuring financial availability of funds and compliance with the donor regulations and SCI policies and procedures
Control & Supervision :
Take appropriate steps to minimise the risk of fraud or theft.
Contribute to practical day-to-day approaches to increase awareness, commitment and interest in child safeguarding.
Ensure that Save the Children’s commitment to improving quality and accountability, the Non-Governmental Organization Code of Conduct, and other relevant tools.
Review and approve partners financial reports.
Support, train and manage finance compliance with LENS staff in Guatemala, working closely with LENS staff and ensuring good financial handover at end of project including closeout
Provide Finance Technical support to all partners including visits

QUALIFICATIONS AND EXPERIENCE :
Recommended a minimum of 3 years of experience with USDA-USAID Rules and Regulation and NGO environment, at a management level within the finance department of a national or international organization
Excellent experience of budgeting and budget management
Excellent understanding of financial systems and procedures
Excellent experience of computerised accounts packages, Excel, PowerPoint and Word Experience of general administration work
Strong communication and interpersonal skills
Ability to manage a complex and diverse workload and to work to tight deadlines
Ability to build a small, proactive team, motivating staff and working collaboratively with colleagues and providing support and advice as necessary
Speak and write fluently in English
Demonstrated ability to develop project proposals with teams and lead regular meetings in relation to project opening and its periodical reviews
Ability to present, discuss and supervise compliance with awards monitoring protocols with team of various levels
