Background Under the guidance and direct supervision of the HR Analyst, the HR Assistant provides HR services ensuring high quality, accuracy and consistency of work.

The HR Assistant promotes a client-oriented and consistent with rules and regulations approach in the Unit.The HR Assistant works in close collaboration with the operations, programme and projects’ staff in the Regional Hub for LAC, HQs, UN Agencies and UNDP Country Offices in the LAC region to exchange information and ensure consistent service delivery.

Duties and Responsibilities Summary of Key Functions :

  • Implementation of HR strategies
  • Implementation of HR services
  • Support to staff career management and career development
  • Support to UN-related surveys
  • Support to knowledge building and knowledge sharing
  • 1. Ensures implementation of HR strategies focusing on achievement of the following results :

  • Full compliance of HR processes and records with UN / UNDP rules, regulations, policies and strategies.
  • Provision of inputs to the Regional Hub for LAC business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in HR management in consultation with the direct supervisor and office management.
  • Provision of information to the management and personnel on HR, rules and regulations
  • 2. Implements HR services focusing on achievement of the following results :

  • Preparation of draft job descriptions, vacancy announcements, compiling matrixes, screening of candidates, verification of academic background information, request of work references, preparation of long and short lists;
  • facilitating interview panels and performing the function of Secretary in interview panels.

  • Processing of personnel contracts, including Service Contracts and UN Volunteers ; tracking of information related to positions, recruitment, benefits and separations;
  • following up and reviewing monthly payroll information.

  • Provision of orientation and monitoring to the onboarding process of new staff.
  • Provision of inputs and maintenance of the Regional Hub for LAC staffing table and rosters.
  • Update of the RH LAC rosters.
  • Extracting, inputting, copying and filing data from various sources
  • Maintenance of proper filing system for HR records and documents.
  • Provision of information for cost-recovery bills in Atlas for HR services provided by UNDP RH LAC to other Agencies.
  • Support to the internship programme, internship agreements with different universities, as well as Non-Reimbursable agreements.
  • Support the activities of the HR unit for staff wellbeing.
  • Provision of back up functions to HR team during absences.
  • 3. Ensures proper personnel performance management and career development focusing on achievement of the following results :

  • Provision of background information for performance evaluation process.
  • Provision of background information for drafting Whole Office Learning plan and individual learning plans.
  • Support to the preparation of learning activities reports
  • Provides support and information on learning opportunities to staff members
  • Follow up on learning activities carried out by the personnel and office
  • 4.Supports knowledge building and knowledge sharing in the RH LAC focusing on achievement of the following results :

  • Participation in the trainings for the operations / projects staff on HR.
  • Organization of training for the operation / project staff on HR issues
  • Contribution to knowledge networks and communities of practice.

  • Required Skills and Experience Education

  • University Degree in Human Resources, Psychology, Business Administration or related fields.
  • Experience

  • Five years of relevant HR and / or administrative experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems.
  • Language Requierments

  • Fluency in Spanish and English, both oral and written is required.
