We are presently identifying candidates for the following position : INL Design Monitoring and Evaluation (DME) Specialist Specialist Advisor I (CARSI Panama) .
This candidate will work with Dept. of State, International Narcotics and Law Enforcement (DOS-INL) in Panama City, Panama on the Central America Regional Security Initiative (CARSI) contract.
The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts.
This initiative will focus on a series of Policing, Specialty, IT and Administrative roles. Requirements and responsibilities for this role are as follows :
Local National or US Citizen or Resident with a Work Permit
A Bachelor’s degree is required.
The candidate must be able to pass an ATSG background investigation to begin employment and must obtain and maintain a Moderate Risk Public Trust (MRPT) clearance (if a U.
S. Citizen) or an RSO clearance (if a local national or resident) to gain Embassy access and be eligible for continued employment.
A minimum of three (3) years of progressively responsible experience in development and implementation of projects and / or programs, development of program related evaluations and statistical analysis, development of strategic design and program policy, development of program impact indicators, data collection and analysis, performance reporting, development and utilization of programmatic monitoring tools, performance evaluation coordination, impact evaluations and knowledge management with international development organizations, government institutions, donor organizations, or diplomatic missions is required.
Strong communication and interpersonal skills.
Establish, maintain and broaden an extensive range of contacts in country, to include key officials of government ministries, nongovernmental organizations, private sector entities, and other donor agencies, as well as with INL’s Washington-based DME network.
A demonstrated ability to exercise his / her responsibilities and plan and execute work assignments independently, be able to work under pressure and produce high-quality results quickly and be able to anticipate issues of concern.
Skills in teamwork, adaptability, attention to detail, and being able to follow guidance and procedures.
Proficient in various software applications such as Microsoft Office Suite, including Outlook, Word and Excel as well as knowledge of project management software such as Microsoft Project.
Ability to draft briefing documents and technical reports based on data and analysis in clear professional English, requiring few editorial changes.
FSI Level 3 / 3 English, FSI Level 3 / 3 Spanish

A Master’s degree is preferred
A thorough knowledge of INL design standards, INL monitoring and evaluation guidance, the INL program management lifecycle, and program implementing mechanisms.
S / he must have an advanced ability to use tools for data analysis and visualization, such as Excel, Power BI, Tableau, Stata, R, or Python, as well as standard office programs.
Knowledge of INL’s DevResults platform is a plus.
Multiple years of experience working with Microsoft Project.
Fluency in English and Spanish
Project Design (15%)
Advise program managers on application of the INL design standards
Utilize data and provide analysis to inform design choices, such as data from previous or related projects for lessons learned, or contextual data for root cause analysis
Contribute to and provide technical review of project logic model, change map, results frameworks, and / or performance monitoring plan
Draft the monitoring and evaluation sections of project solicitation documents, and advise program managers on the rigor and feasibility of project proposals
Draft monitoring and evaluation plans where the INL section is implementing the project directly (without an implementing partner)
Ensure use of quality indicators and inclusion of appropriate INL measures for data verification and data quality assessments
Data Management (40%)
Maintain INL section’s portfolio of projects in DevResults (INL’s performance monitoring database)
Work with INL program managers and implementing partners to ensure baseline data is collected at the start of all projects and set targets when applicable
Conduct, in coordination with INL program manager, data verification activities for ongoing projects, including site visits
Perform data quality assessments for INL strategic indicators
Ensure implementing partner and partner government compliance with timely data reporting
Data entry and cleaning when necessary
Assist program manager to review and update project monitoring plan periodically, recommended annually at minimum
Data Analysis and Visual Storytelling (15%)
Analyze project data for decision-making purposes as requested
Conduct end-line evaluations of all projects
Use software to visualize reported data to inform program manager decision-making
Create knowledge products such as reports, presentations, memoranda, and infographics
Share and report data as requested by program managers and leadership
Data-Driven Learning (15%)
Collaborate with program managers, implementing partners, and / or other stakeholders such as partner government officials to hold periodic data reviews for individual projects
Shape strategic or portfolio reviews around available data for decision-making and contribute knowledge products
Ensure key take-aways from previous project results are incorporated into the design of new projects
Project Management Assistance (15%)
Assist INL staff and contractors in use of Microsoft Project software to manage INL programs and associated resources, tasks and timelines and collaborate with teams and maintain information databases.
Generate and review documentation about programs / projects such as data analysis and performance reports.
