The PMER Unit Manager is responsible for ensuring the overall quality and effectiveness of the planning, monitoring and evaluation and reporting systems and processes in the Americas region.
The post holder is therefore accountable for :
1. Maintaining and improving current PMER systems and practices to establish a quality results-based system for planning, performance measurement, learning and accountability :
2. Engaging with relevant networks and knowledge sharing processes.
3. Ensuring collaboration and learning on PMER issues with relevant external organisations and agencies in collaboration with the regional management team.
4. Contributing to an effective, high quality IFRC team.
Job Duties and Responsibilities
The position holder will :
1. Maintain and improve current PMER systems and practices to ensure a quality results-based system for planning, performance measurement, learning and accountability :
a) Oversee the implementation of existing planning systems and mechanisms :
Coordinate the annual planning and appeals process in the region to ensure compliance with IFRC standards in plans and appeals, and provide input and advice to improve coherence and quality.
Ensure and support the development of project / programme logical frameworks according to IFRC guidelines with SMART indicators that are aligned with the IFRC Plan and Budget and program area indicators.
Advise task forces on emergency appeals / DREFs (participate in task forces), oversee the timely development of emergency appeals and ensure the establishment of clear emergency plans of action with indicators and monitoring and evaluation plans.
b) Ensure ongoing monitoring and reporting of progress in accordance with common indicators and quality standards :
Ensure that all planning, budgeting, monitoring and reporting in the regional office is carried out in a timely and appropriate manner in accordance with IFRC requirements, formats and standards.
Monitor and ensure quality and compliance with IFRC reporting standards and formats, as well as reporting deadlines.
Support the development and implementation of monitoring and evaluation plans for all major IFRC programmes, that define indicators, data sources, data collection methods, frequency, and audience.
Ensure and support the implementation of the Federation-Wide Reporting System within the region.
c) Further develop and build capacity in systems and processes for PMER :
Disseminate and maintain an overview of trends concerning IFRC planning, monitoring and evaluation practices, strategies, guidelines and procedures and monitor adherence to them in support of National Societies in the region.
Foster a sustainable network of PMER resources across the region, in IFRC offices and National Societies.
Provide technical advice and capacity-building support to National Societies and IFRC offices on strategic and programme planning and design.
Provide technical advice and capacity-building support to National Societies and IFRC offices on the development and implementation of appropriate monitoring and evaluation and reporting systems, including the Federation-Wide Reporting System.
Support, coordinate and manage evaluations of programming in the region in compliance with the IFRC Evaluation Policy, and ensure adequate follow-
up and utilisation of findings.
2. Engage with relevant networks and knowledge sharing processes :
Provide input to the development of global quality standards and tools in the area of planning, monitoring and evaluation and accountability, ensuring that the outcomes of reviews and evaluations are incorporated into policy discussions.
Introduce and / or maintain appropriate PMER forums among IFRC and its stakeholders, both partners and beneficiaries, to discuss and support quality programming and accountability standards.
Support the sharing of findings and lessons learned from program M&E to improve overall organizational learning, especially the selection of future program interventions, as well as design and implementation.
This includes liaison with external organizations to identify and disseminate good M&E practices in M&E and contribute to knowledge sharing.
3. Ensure collaboration and learning on PMER issues with relevant external organisations and agencies in collaboration with the Americas regional management team and the PMER team in Geneva :
Ensure representation of the IFRC in relevant regional planning, monitoring, evaluation and accountability related forums, and disseminate knowledge and good practices in internally and externally.
Promote and develop partnerships with relevant organizations in the region to strengthen capacity, performance and accountability of the Red Cross and Red Crescent.
4. Contribute to an effective, high quality IFRC team :
Be accountable to the Head of PRD by providing progress reports on results against objectives and risk analysis.

University degree, or equivalent, in relevant discipline (International Relations, Humanitarian Affairs, Planning, etc.)
Relevant post-graduate qualification
Relevant professional training courses (Red Cross / Red Crescent related, M&E, humanitarian and development sector, management, etc.) (preferred)
Minimum of 5-7 years relevant work experience in the international sector, focused on humanitarian needs
People management experience
Work experience with other international organisations, large NGOs and / or governmental development agencies
Minimum of 3 years work experience with the Red Cross / Red Crescent Movement, including time in the field and / or with a National Society (preferred)
Knowledge, skills and languages

Budget and finance management
Knowledge of log-frame-based project design, monitoring and evaluation

Fluently spoken and written English and Spanish
Good command of another IFRC official language (French or Portuguese)
