POSITION SUMMARY

  • To assure the effective management, compliance, and successful sales performance of an assigned Broker Distribution Network including but not limited to;
  • FMO Brokers, Exclusive Brokers and Exclusive Field Marketing Organizations (EFMO's) Partners, to increase Capital Blue Cross and Vibra Medicare membership, while complying with all federal, state, and local regulations plus company policies & procedures.

    ESSENTIAL DUTIES & RESPONSIBILITIES

  • Provide leadership and work collaboratively with an assigned Broker distribution network in order to meet or exceed Capital Blue Cross’ and Vibra Health Plan’s overall and assigned distribution channel’s annual and monthly membership goals.
  • Performing all duties while adhering to all applicable internal and external policies, procedures, PA State directives and regulations, and the Centers for Medicare and Medicaid Services (CMS) guidelines.

  • Establish a thorough knowledge of all Capital Blue Cross and Vibra Health Plan Medicare products and major policy initiatives affecting those products.
  • Recruit, contract, train, certify and monitor Agent Representatives to achieve successful Broker distribution channel and individual agent performance duties as detailed in Capital Blue Cross Sales and Vibra Health Plan business plans.
  • Collaborate with the Director of Medicare Sales and Manager, Broker Operations to develop new Broker channels and strategies.
  • Manage company supplied, qualified leads and acquire sufficient numbers of referrals and other self-generated leads to meet Broker channel targets through active participation with all key stakeholders.
  • Monitor all Broker activities to ensure compliance with all pertinent government regulations and the company’s policies & procedures.
  • Perform Broker specific ride along reviews on visits with contracted Broker partners
  • Monitor, evaluate and report on oversite requirement conclusions
  • Develop, execute and file action plans to improve performance and maintain appropriate compliance gaps
  • Ensure Brokers can enroll eligible individuals in Capital Blue Cross and Vibra Health Plan products accurately and ensure the proper submission of all required enrollment documentation, consistent with all CMS requirements and the company’s enrollment guidelines.
  • Ability to work varying numbers of hours per week including weekends as required from October through December on an annual basis due to currently defined CMS Annual Election Period.
  • Prepare assigned Brokers performance reports for review with Senior Leadership by tracking all assigned marketing and sales distribution channel activities;
  • Monitor, update and maintain sales prospects Books of Business (BOB) dailyTake action on issues related to performance and professional conduct gaps with the Manager, Broker Operations and the assistance of the Human Resources Department

  • In collaboration with Senior Leadership, other Capital Blue Cross and Vibra Health Plan departments, develop and organize consigned enrollment and budget projections, new or revised marketing materials, program promotion and customer service strategies etc.
  • Experience :

  • BS or BA degree in Marketing, Management, Business Management or eight (8) years of related field sales, professional or equivalent experience.
  • Master’s level degree or additional four (4) years of related field sales, professional or equivalent experience preferred.

  • High level of integrity and accountability as demonstrated by 1) appropriate treatment of confidential information, 2) adherence to all policies, procedures, rules and regulations and 3) professional conduct in dealing with persons internal and external to the organization and 4) sensitivity towards target population is essential.
  • Must acquire all state(s) licensure & Medicare certification & appointment qualifications to sell Medicare products throughout Capital Blue Cross and Vibra Health Plan service area within 60 days of the start of employment if not currently licensed, certified, & appointed by Capital Blue Cross and Vibra Health Plan.
  • Minimum of three (3) years’ experience in sales management for managed care Medicare Plans with demonstrated achievement of productivity, compliance, and quality goals.
  • Thorough knowledge of Medicare products, regulations and guidelines.
  • Strong interpersonal, organizational and supervisory skills characterized by ability to motivate, mediate, counsel and mentor others.
  • Intermediate level proficiency with MS Office, Outlook, Online / Mobile Enrollment, and Customer Relationship Management (CRM) software.
  • Ability to analyze, draw conclusions and make recommendations from qualitative and quantitative information and data.
  • Enthusiasm and self-motivation.
  • Ability to communicate clearly and effectively in English (bilingual in Spanish or other languages preferred), both verbally and in writing through personal contact and public speaking engagements.
  • Assertiveness and the ability to work with limited guidance from Senior Management are required.
  • Education and Certifications :

  • Continuously maintain all State licensure and meet all requirements to be certified and appointed by CBC and VHP to sell Medicare products in the associated service area during the entire period of employment with Capital Blue Cross and Vibra Health Plan.
  • Valid driver’s license and access to reliable transportation as needed to perform job duties and responsibilities throughout Capital Blue Cross and Vibra service area.
  • Must acquire all state(s) licensure & Medicare certification & appointment qualifications to sell Medicare products throughout Capital Blue Cross and Vibra Health Plan service area within 60 days of the start of employment if not currently licensed, certified, & appointed by Capital Blue Cross and Vibra Health Plan.
  • Knowledge of equipment includes, but not limited to phone, time management software, PC, cellular smart phone, laptop computer, projection equipment, fax, and copier.
  • Physical Demands :

  • While performing the duties of the job, the employee is frequently required to sit, use hands and fingers, talk, hear, and see.
  • The employee must be able to work over 40 hours per week.
  • The employee must occasionally lift and / or move up to 5 pounds.

  • Ability to work varying numbers of hours per week including weekends as required from October 1st through December 15th on an annual basis due to currently defined Medicare Annual Election Period.
