Org. Setting and Reporting

The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

The position is located with the Regional Office for Latin America and the Caribbean of the Regional Programmes Division and based in Panama City, Panama.

The Regional Programmes Division is responsible for consolidating and enhancing the linkages between UN Habitat's activities in the field with the Strategic Plan, the 2030 Agenda, and the UN-Habitat’s overall future priorities and to make sure that they are appropriate to the country context.

UN-Habitat’s Regional Office for the Latin America and the Caribbean manages UN-Habitat’s portfolio in the Latin America and the Caribbean region.

It ensures that country priorities are in alignment with the UN-Habitat’s organizational policies and strategic objectives and brings through its Regional Representative to the attention of the Executive Management Committee (EMC) opportunities and challenges in the region, allowing for timely feedback and responses to urgent demands and requests from Member States.

The position reports to the Programme Management Officer (PMO), Regional Office for Latin America and the Caribbean.

Responsibilities

1. FINANCIAL MANAGEMENT AND BUDGETING

  • Act as certifying officer within delegated authority for designated programmes / projects and ensures effective and efficient use of project resources.
  • Administer and monitor extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
  • Assist in monitoring the effective and efficient use of project resources, reviewing and assisting in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.
  • Assist in the preparation of financial reporting to donors.
  • 2. ADMINISTRATIVE SUPPORT

  • Assist in identifying and introducing improvements to administrative and financial procedures, systems and practices in close coordination and collaboration with Programme Management Officer ROLAC, UN Habitat Headquarters and UNON as and when needed.
  • Assist in facilitating recruitment of personnel (staff and non staff), as well as contracting and procurement actions as needed, for efficient and effective delivery.
  • Assist in preparing regular and ad hoc status reports on administrative matters as and when required.
  • 3.OTHER DUTIES

  • Keep up-to-date on documents / reports / guidelines that have a bearing on matters related to the Regional Office Programmes and Projects.
  • Perform other related administrative duties, as required (e.g., operational travel programme, monitoring accounts and payment to vendors and individual contractors for services, physical space planning and the identification of office technology needs and maintenance of equipment, software and systems).

    Education

    Advanced university degree (Masters or equivalent) in business, public administration, management, finance, accounting or a related field is required.

    A professional certification e.g., Certified Public Accountant (CPA) or a Chartered Accountant is desirable.

    Work Experience

    A minimum of two (2) years of progressive work experience in project or programme management, administration, financial management, or a related area is required.

    Experience with an Enterprise Resources Planning system (ERP) and / or similar business systems is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.

    Knowledge of Spanish is desirable.

    NOTE : 'Fluency' equals a rating of 'fluent' in all four areas (speak, read, write and understand) and 'Knowledge of' equals a rating of 'confident' in two of the four areas.

    Assessment

    Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
