  • ORGANIZATIONAL CONTEXT

    WFP teams are providing lifesaving assistance in the region that is affected by drought, floods and conflicts causing displacement and hunger.

    The World Food Programme Regional Bureau for Latin America and the Caribbean based in Panama provides strategic guidance, technical support and direction to WFP country operations in 13 countries in the region.

    This post is intended to ensure dedicated expertise in the Regional Bureau, with a focus on countries in conflict, affected by crisis as well as in transition.

    THE ROLE

    You will provide strategic and technical support for the mainstreaming of gender equality and women’s empowerment across WFP operations in the region.

    Based in the Regional Bureau in Panama, you may be required to travel extensively to country offices in the region.

    KEY ACCOUNTABILITIES (not all-inclusive)

    Under the direction of the Senior Regional Programme Adviser or delegate, you will :

  • Advise the Regional Bureau on the implementation of the corporate Gender policy to mainstream gender into WFP Operations at the regional level and in Country Offices.
  • Core areas of work in gender around Knowledge Management, Information, and Analysis; Programme strategic guidance and technical support;
  • Capacity Strengthening; Partnership and Advocacy; and Coordination.

  • Provide input in Country Strategic Plans, Mid-term Evaluations, Annual Country Reports and other documents to ensure gender is integrated as per corporate standards.
  • Ensure robust mainstreaming of gender into WFP programming and operations, including systematic gender analysis, and provide policy advice on specific gender issues that impact on WFP operations;
  • Work with senior management in the RB and the COs to ensure strong institutional commitment and leadership (through active and visible champions) for Gender Equality and Women’s Empowerment (GEWE) programme and process objectives;
  • Manage the effective application of the Gender Marker and ensure that staff are equipped to sustainably mainstream gender equality objectives / goals in all WFP strategies, projects and programmes;
  • Support the establishment, coordinate the work and strengthen the capacity including on gender analysis of the Regional Bureau Gender Results Team and the regional Gender Results Network;
  • Strengthen strategic partnerships on gender and support mobilization of resources required to implement the WFP gender policy and gender regional strategy effectively;
  • Develop and implement gender capacity strengthening and training across the region including on gender, gender analysis, Gender Based Violence, Sexual Exploitation and Abuse and other related subjects as required and based on budget available;
  • Strengthen WFP workforce and partners’ gender awareness and gender analysis capacities and improve their ability for gender mainstreaming in project design and throughout the programming cycle;
  • Build strategic alliances with other key actors internally and externally to advocate for gender sensitive programming and support each other’s gender equality and women’s empowerment programming initiatives;
  • A detailed workplan will be developed in the first month of the assignment on the key areas of work.

  • QUALIFICATIONS AND KEY REQUIREMENTS

    Education : You have :

  • Advanced University Degree in social sciences, gender, international development, development economics or another related field like international relations, human rights, political science, or humanitarian studies, OR First University degree with additional years of related work experience.
  • Experience : You have :

  • At least 8 years of solid, responsible, and relevant work experience in the gender field and dealing with human rights and / or gender-based violence.
  • Language : You have :

  • Fluency (level C) in the English language
  • Fluency (level C) in the Spanish language
  • You have :

  • In-depth knowledge of gender in humanitarian and development settings, gender-based violence, humanitarian policy issues, and its linkage with food security and nutrition.
  • Solid analytical, writing skills, and communication skills (including developing advocacy messages).
  • Sound knowledge and skills in training and facilitation.
  • Team spirit and excellent interpersonal skills.
  • Flexibility to travel on short notice and in challenging and difficult environments.
  • ADDITIONAL / NICE-TO-HAVE REQUIREMENTS

  • Knowledge of UN system policies and functions of gender-mandated agencies
  • Familiarity with WFP and the UN system will be regarded as an asset

    TERMS AND CONDITIONS

    Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed-term as well as a rotational contract with a probationary period of one year.

    The selected candidate will be required to relocate to Panama City, Panama to take up this assignment.
