BlueForce is seeking to hire a Forensic Advisor to
support the US Department of State’s (DOS) Central America Regional Security
Initiative Program (CARSI) under the DOS Bureau of International Narcotics and
Law Enforcement Affairs (INL) Program.
The Forensic Advisor serves as a forensics subject matter
expert / consultant to the Panamanian Institute of Legal Medicine and Sciences
Must be a US Citizen.
Must have a valid US Passport.
FSI level 4 / 4 English, FSI level 4 / 4 Spanish.
BS degree in science, chemistry or forensics from an accredited college or university.
Ten (10) years’ experience in forensic laboratory analysis.
Experience supervising or managing a forensic laboratory.
Experience testing and scientific analysis in connection with crime investigations.
Experience in active criminal case work within the last three (3) to five (5) years.
Demonstrated ability to work independently on projects and issues within overall policy guidelines.
Skilled in oral and written communication in Spanish and English including presentations, briefs, lab reports, action and information memos, testimony, press guidance, and general correspondence.
Preferred Qualifications :
The contractor should be acquainted with the daily operation and activities of American Society of Crime Laboratory Directors / Laboratory Accreditation Board (ASCLD / LAB) and ISO accredited-
forensic laboratories that provide conventional and complex services such as, forensic toxicology, pathology, and crime scene investigation, and DNA analysis.
Experience as an ASCLAD and ISO Auditor.
Testified in State superior court and or Federal court in the U.S.
International forensic experience.
Testified in a court abroad.
MS in a scientific field or forensics from an accredited college or university.
Experience setting up a DNA Data Base Laboratory.
Knowledge of the different Laboratory Information Management Systems (LIMS).
Managed the use of forensic DNA databases and databanks to include CODIS.
Performed scientific analyses in connection with legal investigation of homicides and sexual assaults using STR’s system, and Mitochondrial DNA analysis .
Experience in ISO / IEC 17025 : 2005 and G19 International forensic labs accreditation .
Have conducted internal and external audits for ASCLAD, ISO 9000, and ISO / IEC 17025 in the U.S. and abroad.
Have assisted a forensic laboratory achieve ASCLD-laboratory certification .
Have assisted a forensic laboratory to achieve ISO / IEC 17025 accreditation.
Affiliations with one or more or the following associations : American Academy of Forensic Sciences, International Association of Forensic Sciences, and International Association of Forensic Toxicologists.
Knowledge of Panamanian law enforcement and justice sector issues.
Knowledge of Department of State and INL Bureau functions, roles, and responsibilities
Communicate effectively, both orally and in writing in English and Spanish, with superiors, colleagues, academia, business professionals, and the general public.
DUTIES AND RESPONSIBILITIES
Provides guidance in the areas of standard operating procedures, forensic laboratory quality control mechanisms, and chain of custody, proficiency testing preparation, record keeping, documentation preparation, and mentoring / guiding IMELCF staff according to international standards.
Assists INL to implement projects and programs
Serves as INL’s subject matter expert on all forensic related issues and activities.
Coordinates with INL existing programs including the Accusatory Justice System program.
Advises INL on developing, planning, and implementing all forensic program policy, training, and inter-agency coordination.
Serves as the INL planner, responsible for long-range planning of forensic program activities and ensuring that the forensic program is closely coordinated with other INL Section Panama programs.
Assists INL to develop program strategies and implementation plans within the rubric of current U.S. assistance and Panamanian national strategies, making recommendations to adjust those programs and strategies.
Plans, coordinates, and carries out assigned projects.
Provides operational and managerial advice to the Institute of Legal Medicine and Sciences (IMELCF).
Assists the IMELCF to draft policy guidelines (privacy, ethics, quality control, etc.), design the operational framework, review and revise the existing organizational structure, develop technical specifications and designs, review and revise job descriptions for IMELCF staff.
Works with IMELCF staff to draft, revise, or update forensic laboratory operating procedures, quality control mechanisms, or other areas needing improvement in accordance with international standards.
Provides weekly, monthly, quarterly and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.
S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data.
Reports on scheduled upcoming meetings, trainings, and other activities.
