Core Network Regional Manager
Within our Global Factory team, the Core Network Regional Manager leads, plans, organize, and execute the formation of a converged regional Core Network designed to provide Core Network guideline for voice, video and data traffic from all business units : Home, Mobile and B2B.
This includes developing, maintaining, supporting, and optimizing Core Network solutions used to serve traffic whether mobile or fixed applications technologies used by each business group.
The Core Network Regional Manager is responsible for the regional design and technologies / vendors selected to support the core network evolution strategy.
The Core Network Regional Manager will maintain, consolidate and report status and progress in all regional Core Network related initiatives within the group.
Core objective of the positions are :
Lead the Millicom Group network evolution through : Mid-term and Long-term Network Planning process and Technology evolution roadmapCore Network BudgetingCore Network platform strategy and evaluation
Manage network architecture efficiency through : Network design & optimization : Preparation and communication of guidelines, dimensioning rules, tools;
verification of designsCost improvement initiatives (Opex and Capex)Identification of network improvement opportunities and related evaluation and implementation
Act as the technical expert for all new regional purchases : Preparation of specifications for RFP, technical evaluation & recommendationTechnical project capex approval
Core responsibilities :
Functional Technology leadership
Own the Core Network strategy pillar for 2 / 3 / 4 / 5G technologies and become the central source of strategy knowledge for all technology initiatives covering Telco.
The Core Network Regional Manager will be required to deliver End-to-End Solutions for products and services required on the (but not limited to) DPI / PCEF / PCRF / EPC / IMS platforms.
Will work closely with the Information Category team, Sales, Customer Operations and others business areas, creating winning proposals and successfully delivering solutions within budget
Define regional policy, standards, guidelines, target architecture, design patterns, technology choices, tools, operational approach and KPIs
Provide regional architecture, engineering and delivery leadership in the Core Network area
Ensure that emerging trends and disruptive technologies are leveraged in the group’s technology strategy and that the technology teams are kept abreast of market developments and market leading technologies.
Build regional implementation plans and approach for short, medium and long-term transition.
Track the regional network changes against the strategy and ensure strategy execution and the planning related
Work with regional business teams to analyze short, medium and long-term solution benefits.
Get deep engagement with execution & operational teams to gain true understanding of issues and progress.
Work with global procurement to identify and engage vendors.
Work with HR to identify skills / training needs and organization changes to underpin the strategy.
Work with Finance to cost plans and bring compelling business cases to executive committees and boards.
Form strong and lasting relationships with senior execs to build a trustful engagement that emphasizes the initiative’s benefits while making sure the plans focus on the business’ true priorities.
Interface with OpCos Engineering Directors and broader engineering teams, regional and local team, vendors / suppliers.
Mentor, guide and govern the Core Network (6 operations) throughout the group, leveraging and developing existing skillsets to deliver the technology vision with the overall goal to meet the group’s financial targets.
Develop the regional team that will own the platform and become the Centre of Excellence helping projects and functions gain the benefits of the new platform.
Ensure that the teams in all countries are fully aligned and maintain ownership over the transformation plans and that the benefits for all countries are clearly identified as well as at group level.

Requirements / Qualifications :
10+ years of relevant professional experience in Core Network technology planning and strategy with considerable exposure and competence in the several of the following areasBachelor's or master's degree in Computer Science or related field (System Engineer, IS Engineer, Information Systems Engineer, IT Engineer, Network Systems Engineer)Detail knowledge in 2 / 3 / 4 / 5G network architecture (evolution) and signalling including No 7, TCP IP, Diameter and related protocolsDetail knowledge in EPC / PCC architecture including billing interactionsExperience with NFV, SDN technology and application including Network Controllers, and NFV Orchestration / VNF ManagementGood knowledge about SS7 / Diameter / GTP network security Good knowledge of network topology, traffic handling capabilities and traffic characteristicsIP network / flow planning and optimization from Core, Distribution and access layersKnowledge in Network communication fields : IP Core Network, EGP, IGP, VPN, MPLSNetwork optimization process and methodology (monitoring at regular base and in a modernization scenario)Multi-vendor KPI definition and mappingNetwork availability and resiliencyService Level Agreements (SLAs)
In addition, the successful candidate is expected to be highly competent in the following areas : Proven record to manage equipment telecommunication suppliersBudget, CAPEX and OPEX analysis : Yearly, 5 Year plansGood knowledge of other telecom verticalsPerform other duties as requested by managerProficiency with Internet and Microsoft Office applications to include, but not limited to : Word and Excel
