1. Background to Consultancy

For 70 years, UNICEF has worked to improve the lives of children and their families. Despite remarkable challenges around the world, UNICEF staffers fight for the rights of every child seeking safe shelter, nutrition, protection from disaster and conflicts and equality.

UNICEF's work relies on voluntary contribution from both the public and private sector. In private sector giving, the Latin American and Caribbean (LAC) region is one of the fastest growing region and is set to achieve even more ambitious growth during the Organization's 2018-2021 strategic period.

To realize this growth vision, the size of the collective team in the region is anticipated to double during this period.

To support this scale up and develop an even more dynamic and high-performing team, UNICEF is seeking an HR consultant to develop tools and best practices based on the Organization's new Business Partner model which can be used by the Country Offices in their workforce planning and human resources management implementation.

This end goal is to set the nine Country Offices engaged in Private Sector Fundraising (PSFR) up for success to deliver results for children.

2. Methodology

  • With the general guidance of the Regional Chief of Partnerships and the Regional Chief of Human Resources, you will work to understand the principles of the UNICEF Business Partner model and engage HR, Operations and PSFR teams in the region to develop a tailored implementation approach of this model for a successful HR strategy for PSFR in LAC.
  • You will work with the project working group* in the scoping of the work.
  • You will engage with the PFP team in LACRO and the nine PSFR markets in the region to carry out a mapping of existing resources and to understand the growth ambition as well as current challenges in human resources management and workforce planning.
  • This also includes engagement with HR and Operations teams within the markets and LACRO.

  • You will engage with well-performing teams in the region to develop benchmarks for optimum team structures and understand how best to phase growth to drive ambitious and sustainable growth.
  • Additionally, you will engage with other key actors for their PSFR expert views in the developing of these benchmarks who are likely to include Fundraising Specialists at PFP HQ in Geneva, National Committee Fundraisers and HR.

  • Based on the above, you will develop tools and recommendations detailed in the Deliverables section below.

    3. Deliverables

  • Mapping of current human resources structures, foreseen and actual capacity within the PSFR and enabling teams (HR / Operations) in the nine UNICEF Country Offices engaged in Private Sector Fundraising in the LAC region.
  • Development of tools and recommendations on best practices which UNICEF Country Offices can use in workforce planning based on the UNICEF Human Resources Business Partner Model to set markets up for success.
  • Best Practices to include recommendations medium and long-term planning of the optimum level of staffing, attracting, retaining talent and career development to build dynamic and high-performing teams.

  • Above recommendations to also include the level of optimum operations and HR staff necessary to support the growth of the fundraising teams where relevant.
  • Solutions to barriers identified by markets to creating optimum teams.
  • The sharing of the above tools and recommendations via presentations, webinars and / or workshops.
  • Benchmarking of the optimum fundraising team structures for Country Offices at different stages of growth in private sector fundraising operations.
  • 4. Duration and Time

    Four months starting as soon as possible, preferably by early July 2018 at the latest.

    6. Location and Travel

    Work location is flexible. Travel missions within the LAC region will be necessary.

    7. Language Requirement

    Full proficiency in English and Spanish.

    8. Costs

    Please provide a proposal for the project to include i) your fees and ii) a budget of US$ 10,000 for travel within the Region.

    To note, actual travel costs will be paid based on completed travel.
