The HSE Manager is responsible for the development, implementation, monitoring, auditing and reporting of the HSE System (Sistemas de Seguridad y Salud Ocupacional y Medio Ambiente) for the Hitachi scope of work as following (non exhaustive list).
Implement the Hitachi’s HSE Management System (Sistemas de Seguridad y Salud Ocupacional y Medio Ambiente) and HSE Internal Rules (Reglamento Interno de Seguridad y Salud);
Act as contact focal point for all HSE matter having meeting with the Customer, Members of Concession team and authorities and be visibly seen to provide leadership on HSE matters on the work site;
Lead the project team to create a Safe Culture and awareness through innovative ideas;
Identify HSE Local Legal and Customer Requirements and supervise the correct implementation of Hitachi activities (includes supplier and subcontractors) in compliance with HSE Policies (Política en materia de seguridad y salud en el trabajo y Medio Ambiente), HSE Legislative requirements and HSE Hitachi Management System;
Implement the HSE hazard identification and risk assessment (Identificados en el análisis de riesgo), determination and implementation of necessary control measure and to the identification;
Implement the Emergency Response Plan (Programa de Emergencias y Contingencias) and guarantee the implementation of annual emergency drills (Simulacros de emergencia);
Prepare, implement and maintain all documentations and procedures needed for Project, in accordance to HSE Local Legislation, HSE Customer Requirement, Consortium Partners documentation and HSE Management System;
Identify the HSE training needs for the workers (induction course to the workforce, induction to the visitors, periodic training to the team about Critical Risks and Key Risks evolution etc);
Implement the HSE Annual Program (Programa Anual de Seguridad y Salud) for the achieving of the planned HSE Objectives for the project, supervise the performance and implement corrective solutions in case of negative trends;
Ensure the HSE performance monitoring and implement reports in relation to the Customer, Hitachi and HSE Management System Requirements;
Execute the HSE coordination activities and report the results (Minutes of Meeting) between Consortium Partners, sub-contractors and Customer during the execution of the works;
Mentor and provide advice to the Project Manager, Construction Manager and all Hitachi Staff about HSE requirement in order to guarantee HSE technical and regulatory compliance;
Implements and oversee the Auditing and Inspection Process, carry out HSE Audit and Legal Compliance Audit and reporting results to Consortium Partners and Hitachi Manager;
Ensure that all accidents, incidents and dangerous occurrences are reported and investigated thoroughly and where necessary managed according or internally escalated as required;
Visit the site on a regular basis and take action when HSE risks occurring (also stopping work operation);
Management the Budget of the HSE area
Attend and lead the periodical HSE Management Review.
Educated in Engineer degree (preferred Mechanical or Civil);
Diploma or Post-Degree in Occupational Health and Safety;
At least 10 years’ experience in Occupational Health, Safety, and Environmental issue for big construction project;
Experience in metro and railways project;
Full knowledge of Peruvian Standards and Codes applicable to the Works and continuously updated for any changes in regulations and laws;
Certified skilled Auditor for 14001 (Env. Audit) and 45001 (H&S Audit);
