Purpose of the Assignment

  • Under the supervision of the Education Manager, in coordination with the Learning Passport Global Programme Manager, and under the overall guidance of the Regional Education Adviser, provide solid technical assistance, quality assurance and knowledge management to support a) the acceleration of the roll-out of the Learning Passport and other education and technology initiatives in country offices and at a regional level;
  • b) the improvement and acceleration of children and adolescent skills (digital, transferable, and job-specific) and transition from school to work in the Region, including the implementation of P2E, LP2Action and other digital solutions.

    Specific Tasks

    Support the implementation of the regional agenda on digital education especially focused on the Learning Passport, as well as the regional agenda on children and adolescent skills and employability, in connection with P2E and LP2Action :

  • Support the Regional Office and Country Offices in LAC to deploy Learning Passport as part of the emergency response and development programming.
  • Manage, coordinate and support programme implementation activities related to Learning Passport.
  • Oversee advocacy, knowledge management, monitoring and reporting activities related to Learning Passport.
  • Provide technical guidance to Regional Office and Country Offices on strategies and issues related to Learning Passport and other education and technology initiatives.
  • Contribute to the development of strategies to address the situation of learning and employability for adolescents in Region.
  • Lead the promotion of STEM (Science, Technology, Engineering and Mathematics) education and training, especially for adolescent girls and linkages to school-related work opportunities, in connection with P2E.
  • Strengthen partnerships and identify opportunities in the Region focused on enhancing adolescent skills and employability through digital solutions.
  • Organize, facilitate or participate in meetings and workshops / seminars related to digital learning adolescent skills and employability to support good programming practices and innovative models, with partners, including the private sector.
  • Support the engagement of the private and other stakeholder such as World Bank, ILO, IBD and others; and leverage partnership platforms such as Generation Unlimited.
  • To qualify as an advocate for every child you will have

    Education :

  • Advanced Master's or higher university degree in education, economics, psychology, sociology, or another relevant technical field.
  • Work Experience :

  • A minimum of five 5 years of professional experience on programme planning, management, and / or research in education and learning is required.
  • Demonstrated experience in supporting skills development in formal non formal and / or informal settings.
  • Experience in supporting digital education initiatives.
  • Familiarity with the implementation of the Learning Passport and / or other digital learning solutions in LAC.
  • Experience working in developing countries is considered as an asset.
  • Previous experience working in similar projects for the UN or UNICEF, will be an asset.
  • Demonstrated experience on STEM will be an asset.
  • Languages :

  • Fluency in Spanish and English is required. Knowledge of French or Portuguese will be considered an asset.
  • Desired technical knowledge :

  • Professional technical knowledge and expertise in education, teaching and learning, skills development, and digital education.
  • Extensive knowledge of UNICEF programme work in the LAC Region in the areas of education and skills development.
  • Desired skills and attributes :

  • Supervision : The individual contractor will work under the supervision of the Education Specialist Secondary Education and Learning , and the overall guidance of the Regional Education Adviser.

    Modality, start date and duration : This is a full-time individual contract, with a duration of 11.5 months, with no expectancy of extension.

    Estimated start date is 15 July 2022. Under this modality, the contractor can't have overlapping contracts. Workplace : This is an office-based contract.

    The individual contractor is expected to travel to Panama to deliver these products. The contractor is also expected to have his / her own resources, equipment, and tools e.

    g., laptop, internet, Teams, etc. .

    Travel : When work related travel is involved, it will be covered by UNICEF as per policy. Insurance : The selected individual contractor must demonstrate a proof of medical insurance prior to the beginning of the consultancy and must be valid for the entire duration of the contract.

    In the duty stations where UNICEF provides medical evacuation, the medical insurance that the contractor holds, should include provisions for medical evacuation.
