This position is responsible for strategic leadership of the Vendor Alliances contracting and oversight team. This individual partners closely with all the business areas in the identification, selection, negotiation, contracting, oversight and performance of Capital’s vendors.

Additionally, the individual collaborates with Capital’s Audit, Compliance, Legal and Operational areas to ensure internal and external customer satisfaction with our vendor allies.

This leader’s staff oversees the contract lifecycle management process including the drafting, negotiating and executing contracts as well as the ongoing oversight, performance and relationship management of Capital’s external partners.

Ensure management of vendors to control costs, drive service excellence and mitigate risk. Facilitate the creation and maintenance of the operational infrastructure to ensure delivery of an effortless vendored solution to Capital’s members.

Ensure development and documentation of processes related to the vendored product and services.

This leader is expected to partner with all areas to drive strategy around vendor usage in collaboration with IT&D, the business areas and Finance.

This leader should be engaged in strategic planning in order to ensure CBC’s competitive advantage by suggesting best vendors, pricing advantages, volume pricing and working to develop operational improvements.

They should be remaining abreast of the strategy within Capital’s business areas, while remaining aware of industry best practices.

Duties and Responsibilities :

  • Drive the strategy for vendor usage at CBC through partnership with the technology teams, Operations, Finance and other appropriate business areas.
  • Leads aggressive pre-contract negotiations on highly complex, high risk contracts, and oversees staff negotiations on less complex contracts.
  • Ensure vendored partners meet Capital’s internal and external compliance and regulatory standards.
  • Ensure vendored partners meet contracted performance levels and collaborate with appropriate business areas to manage overall vendor relationships.
  • Provides support, leadership and growth opportunities to their staff.
  • Promotes a positive image and effectively and efficiently develops and facilitates relationships with both internal and external stakeholders that leverage the success of the organization to effectively manage its portfolio of vendor.

  • Knowledge :

  • Proven ability to work well cross-functionally within an organization, leveraging strong intellectual, conceptual and analytical skills, particularly in financial assessment of opportunities and outcomes.
  • Must have effective organizational, interpersonal and presentation skills, as well as the ability to interface effectively with all levels of staff and management and influence others to reach common goals.
  • Knowledge of Capital’s strategic initiatives, vendors and oversight requirements preferred.
  • Knowledge of Medicare, PPACA, FEP, CHIP and other regulatory requirements that impact vendor contracting preferred.
  • Knowledge of Capital’s and its subsidiaries’ products, organization and operations preferred.
  • Skills :

  • Excellent communication, presentation, problem solving and contract negotiation skills.
  • Able to influence others to reach common goals.
  • Demonstrated vendor contracting and relationship management skills.
  • PC literacy and proficient in the use of Microsoft Office applications and SharePoint.
  • Ability to meet deadlines and manage multiple priorities. Ability to demonstrate initiative and act independently in resolving issues.
  • Ability to maintain composure and professionalism during high stress and contentious situations.
  • Experience :

  • A minimum of six years’ experience in healthcare, IT or general contracting services.
  • Strong & demonstrated experience in negotiations or other relevant disciplines.
  • Education, Certification, and Licenses :

  • Bachelor’s Degree in Business Administration, Finance, Accounting or related field from an accredited college or university required;
  • Master’s Degree or J.D. preferred

    Work Environment :

  • Office environment with extensive cross-functional interaction.
  • Physical Demands :

  • While performing the duties of the job, the employee is frequently required to sit, use hands and fingers, talk, hear, and see.
  • The employee must be able to work over 40 hours per week. The employee must occasionally lift and / or move up to 5 pounds.
