The following are eligible to apply :

    The ILO welcomes applicants with experience in working within ILO constituents (governments, employers’ and business membership organizations, and workers’ organizations).

    In addition to the interviews and tests that any candidate may be required to take, successful completion of the ILO Assessment Centre is required for all external candidates and any internal candidate applying to a higher category.

    Notwithstanding the general considerations set out in the ILO Staff Regulations, this vacancy announcement is the only authoritative document pertaining to the qualifications required for this position.

    The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

    The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages.

    If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.


    This position falls under the Regional Office for Latin America and the Caribbean but will be based in Panama City, where the United Nations Development Coordination Office for Latin America and the Caribbean (DCO LAC), regional offices of other UN entities and offices of multilateral institutions are located.

    The ILO’s Regional Office has political and management responsibilities for the promotion of the ILO's decent work principles, policies and priorities in the region and provides strategic guidance and support to ILO Country Offices and Decent Work Technical Support Teams in the region.

    The ILO collaborates, in addition to its tripartite constituents (governments, employers' and workers' organizations), with a series of development partners, including United Nations agencies, funds and programmes, bilateral donors at central and local levels, multilateral organizations, institutions and foundations from the private sector, universities, research and knowledge centres, and civil society organizations.

    The position will be responsible for providing support to the Regional Office and ILO offices in the LAC region in relation to resource mobilisation, partnerships and multistakeholder platforms with development and funding partners for increased policy coherence in consultation with the Department of Partnerships and Field Support (PARDEV) and the Department of Multilateral Cooperation (MULTILATERALS) and relevant departments at ILO headquarters.

    The Technical Officer will act as the ILO focal point on partnerships for policy coherence within the reformed UN Development System, including the Common Country Analysis, the new generation of UN Sustainable Development Cooperation Frameworks, resource mobilization and other partnerships.

    Coordination with DCO LAC - in collaboration with MULTILATERALS - and other regional offices will facilitate and improve the involvement of the ILO in the UNDS reformed System.

    The Technical Officer will work in coordination with the Chief of the Regional Programming Unit based in Lima, in collaboration with PARDEV, MULTILATERALS and other departments at ILO headquarters, to support the Regional Director in ensuring the integrated management of the ILO development cooperation programme, as well as with a wide range of organizations and institutions in the region.

    The position will report to the Regional Programming Unit of the Regional Office for Latin America and the Caribbean and will receive technical guidance from PARDEV and MULTILATERALS.

    Specific Duties

    1.Contribute to enhancing and systematizing the exchange of knowledge between ILO offices in the region and with DCO LAC in Panama.

    Act as liaison with DCO LAC to enhance visibility of ILO’s work in the region through the organization of information events and related activities.

    2.Support the Regional Office on its work related to the reformed UN Development System, including gathering information for the Regional Directorate’s participation in the Regional Collaborative Platform (RCP), providing inputs to the RCP Regional Inter-Agency Knowledge Management Hub in close collaboration with headquarters, following up on ILO’s participation in Issue-based Coalitions (IBC) and Regional Inter-Agency working groups (IAWG), in particular the IBC of Financing for Development and the IAWG for Partnerships.

    Provide other support as specified by the Regional Directorate and the Regional Programming Unit.

    3.Support Country Offices and Decent Work Technical Support Teams in the preparation of the Common Country Analysis (CCA), UN Sustainable Development Cooperation Framework (Cooperation Framework) and Decent Work Country Programmes by providing inputs to the development or improvement of existing tools to ensure coherence in coordination with the Regional Programming Unit.

    Assist with coordinating the participation of the LAC region in CCA and Cooperation Framework Desk Review Exercises organised by DCO LAC.

    Keep track of CCA and UNSDCF planning, revision and implementation stages.

    4.In coordination with the Regional Director, the regional specialists, and other ILO focal points, establish contacts and liaise with the regional headquarters of other UN agencies on inter-agency cooperation and resource mobilization.

    Assist in identifying opportunities for collaboration with international financial institutions such as the Inter-American Development Bank, the World Bank among others.

    Support the ILO's collaboration with Regional Bodies, such as the Organization of American States amongst others.

    5.Support the implementation of the ILO’s Development Cooperation Strategy 2020-25 (along with the Chief of the Regional Programming Unit) by collecting information on actions and updates from the offices in the region to complete the DCS workplan, reporting on the workplan indicators and participating in the periodic coordination meetings.

    6.Contribute to the collection of information on donor policies and priorities for the region and develop profiles using information available on PARDEV intranet site and other sources.

    Participate in the drafting of strategy documents for donors, for specific countries or offices in the region, including the Inter-American Centre for Knowledge Development in Vocational Training.

    Assist in the development of regional thematic products, in close coordination with regional specialists and other focal points.

    7.Participate in the activities and meetings of the United Nations in Panama and support the implementation of the UN Cooperation Framework for Panama 2021-2025.

    8.Perform other relevant duties, as assigned.

  • Undertake research and prepare analytical reports on selected subjects within the area of technical competence.
  • Assess country experience (on selected topics) with a view to identifying best practices in finding solutions to problems identified.
  • Provide technical inputs (articles, reports) for regional, country or related sectoral analyses, ILO reports and publications.
  • Provide technical backstopping, project implementation and monitoring.
  • Undertake missions for the purpose of providing technical recommendations on selected topics following ILO established guidelines, manuals and standards.
  • Monitor and coordinate research carried out by external collaborators.
  • Act as focal point on a specific field of specialization.
  • Participate in training seminars and workshops as resource person.
  • Represent the technical unit at international, regional and national fora.
  • Required qualifications


    Advanced university degree (Master’s or equivalent) in economics, business administration, social sciences or other relevant field.

    A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required five years of experience stated below, will be accepted in lieu of an advanced university degree.


    At least five years of experience in project management, monitoring and evaluation in a development cooperation context.


    Excellent command of Spanish and working knowledge of English.


    In addition to the ILO core competencies, this position requires :

  • Ability to participate effectively in technical missions and multi-disciplinary teams; capacity to provide first-line technical advice in the area of specialisation;
  • the ability to conceptualise and design research techniques and analyse complex cross-national practices and data sets covering a wide range of issues in the specialised technical field;
  • capability to guide and co-ordinate the work of external collaborators, general service staff or young professionals; ability to prepare reports and publications of a high quality, technically sound with conclusions leading to an action plan and programme development and ability to provide credible implementation assistance to senior specialists in carrying out research, project formulation and implementation.

    Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

    Conditions of employment

  • Any appointment / extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered.
  • In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.

  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
