The objective of this consultancy is to establish the Ecosystem Restoration base line and mapping of the strategic partners that can participate actively in the UN Decade on Ecosystem Restoration in LAC.
Mapping refers to the process of identifying, analyzing and synthetizing relevant experiences and strategic partners engaged in ecosystems restoration issues in LAC region countries.
Responsibilities of the Consultant includes, but are not limited to :
1. Develop and submit the interim and final deliverables according to the work plan and methodology agreed upon.
2. Design a 6-month work plan and schedule to develop the Ecosystem Restoration base line and mapping of partners in the thirty-three countries in LAC.
3. Gather information, including but not limited to documents and monitoring reports, studies, tools, evaluation reports, etc.
interviews and surveys with relevant stakeholders, especially environment and agriculture ministries, environmental agencies, development banks, private and public institutions, United Nations agencies, Non-Governmental Organizations, main partner organizations and key stakeholders.
4. Document experiences in LAC countries and analyse and categorize by partner groups the information collected.
5. Identify and map at least 132 national actors and important regional stakeholders in LAC related to Ecosystems Restoration in the LAC countries and in the LAC region.
6. Based on selection and prioritization criteria and a joint analysis with UNEP LAC Office, elaborate a mapping document.
7. Draft an analytical report of the mapping* in accordance with UNEP guidelines.
8. Integrate recommendations and suggestions.
9. Participate in virtual meetings as requested by UNEP, to discuss methodology issues, report progress and define deliverables and coordinate work plan.
Any other task assigned by UNEP regional office related to the implementation of the Regional Action Plan on Ecosystems Restoration.
The process for producing requested outputs and deliverables will entail the following steps and sub-products : maps, surveys and other statistical data, type of ecosystem according to the IUCN Restoration Barometer criteria, and institutions, policies, and plans available from 2020 to present.
Assignment 1 : Conduct a regional analysis to establish the Ecosystem Restoration baseline in the thirty-three countries in LAC.
Develop the methodology, inception report and work pIan for the collection and compilation of information to establish the Ecosystem restoration baseline for the 33 LAC countries and to map the strategic partners (Assignment 2).
Include information related to :
a. Location : country, geographical coordinates.
b. Area : Hectares under restoration.
c. Maps and GSI when available.
d. Type of ecosystem.
e. National restoration policies for marine, terrestrial and inland water ecosystems under implementation or already implemented.
f. Plans, programs, projects, or initiatives that successfully incorporate ecosystem restoration.
g. Effective indicators and monitoring schemes to follow up and adjust the implementation of ecosystem restoration in place.
h. Others as appropriate.
a) Ecosystem restoration baseline identified and documented for 5 LAC countries in support of the UN Decade of Ecosystems Restoration (with at least 20 records).
Product No.1 : A document that will contain the following :
with the proposal of instruments (approved matrix and template) for collecting information (mapping of restauration experiences and mapping of partners)
b) Ecosystem restoration baseline identified and documented for 20 LAC countries in support of the UN Decade of Ecosystems Restoration (with at least 80 records).
Product No.2 : Chapter including at least 80 ecosystem restoration plans, programs, projects or initiatives identified and catalogued in 20 LAC countries.
c) Ecosystem restoration baseline identified and documented for 8 LAC countries in support of the UN Decade of Ecosystems Restoration (with at least 32 records).
Product No.3 : A document that will contain the following :
Assignment 2 : Identify, map and catalogue at least 132 strategic partners plus target audiences for the implementation of the UN Decade on Ecosystem Restoration in LAC, and the implementation of the Regional Action Plan, including the thirty-three countries of the region through the Forum of Ministers’ Working Group on Biodiversity related to :
a. Propose the methodology to achieve the expected outcome.
b. Design a matrix and template to collect and catalogue the information.
c. Organization of virtual bilateral meetings with potential strategic partners.
d. Organize and deliver one workshop with the Working Group on Biodiversity and strategic partners to present the results of the
e. Prepare a power point presentation with the results achieved.
f. Write a 1 pager summary brief to disseminate the results with social media and the UN Decade.
g. Deliver a final executive report in Spanish and English with the following content :
Include the gender approach and women participation.
Product No.4 : List of at least 66 ecosystem partners regional, national and local identified (60 actors in 15 LAC countries).
Product No.5 : Workshop facilitation and list of at least 66 ecosystem regional, national and local identified partners, in English and Spanish.
60 actors in 15 LAC countries). A report of the results obtained in the workshop will need to be provided.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
The UNEP Latin America and the Caribbean Office (ROLAC), located in Panama City, works closely with the thirty-three countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).
The Forum of Ministers of Environment of Latin America and the Caribbean (Forum of Ministers) established in 1982 is the oldest and most relevant cooperation body for environmental authorities in the region.
The Office for Latin America and the Caribbean of the UN Environment Programme (UNEP) hosts the Secretary of this forum.
In February 2021, the Action Plan for the Decade on Ecosystem Restoration in Latin America and the Caribbean was approved during the XXII Forum of Ministers of Environment.
The Action Plan seeks to support the regional implementation of the UN Decade on Ecosystem Restoration (2021-2030) by promoting, accelerating and scaling-up ecosystem restoration in the region.
UNEP ROLAC is looking for a home-based consultant to develop the Ecosystem Restoration base line and map the strategic partners that can participate actively in the UN Decade on Ecosystem Restoration in Latin America and the Caribbean (LAC).
The consultant will develop a template matrix and record the hectares under restoration in the thirty-three countries of the region derived from maps, surveys and other statistical data, type of ecosystem according to the International Union for Conservation of Nature (IUCN) Restoration Barometer criteria, and institutions, policies, and plans available from 2020 to present.
In parallel, the consultant will map strategic partners plus target audiences for the implementation of the UN Decade in LAC.
The information gathered will serve as a basis to establish the baseline and monitor the implementation of the Action Plan for Ecosystem Restoration in Latin America and the Caribbean envisaged to help countries to initiate, improve or accelerate the implementation of their national restoration policies, programs and plans for marine, terrestrial and inland water ecosystems, and to identify opportunities to leverage public and private finance, while at the same time tackling poverty and improving human sustainable development.
In addition, will catalogue and identify the role of strategic partners in the region that can participate actively in the UN Decade on Ecosystem Restoration and the implementation of the Regional Action Plan.
The Monitoring Specialist for Decade for Ecosystem Restoration will be supervised by the UNEP’s Biodiversity and Ecosystems Regional Coordinator and will work from home.
