BlueForce , Inc. is seeking candidates for an Aviation Maintenance Advisor located Panama City, Panama to support the US Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) Program on the Central America Regional Security Initiative (CARSI) contract.
INL keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems.
These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.
The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts.
This initiative will focus on a series of Policing, Specialty, IT and Administrative roles.
PREFFERED QUALIFICATIONS :
Three (3) years of professional experience in INL programs, DOD programs, U.S. Embassy environments, or U.S. Government overseas.
Familiarity with U.S. government contracting.
MINIMUM REQUIREMENTS :
Must be a US Citizen
Ability to obtain and maintain an MRPT Clearance. Work may begin with an interim MRPT award.
Certification as an FAA Airframe and Powerplant mechanic with broad and extensive experience in turbine powered rotary wing aircraft.
Proven ability to work effectively in an international setting with partner nation counterparts, departments, and ministries to further program objectives, in a timely and concise manner.
FSI level 3 / 3 Spanish (professional fluency), FSI level 3 / 3 English (professional fluency). Experience briefing in Spanish and English.
Fifteen (15) years professional experience in aviation maintenance, aviation maintenance management and aviation quality control.
Knowledgeable in the development of DOD, Federal and / or civilian aviation maintenance and maintenance management training, aviation maintenance processes and procedures, and related documents.
Familiar with U.S. Army Aviation Maintenance processes and procedures.
Bachelor's Degree from an accredited institution or equivalent. (Equivalents include an Associate Degree with five years of related aviation experience, or no degree with ten years of extensive related aviation experience.)
Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to AC 43.13 and FAR Parts 1, 5, 91, 135, 145, and 147.
Superior negotiating, interpersonal, and managerial skills.
Knowledge of and skill in operation of desktop computer-based word processing systems.
DUTIES AND RESPONSIBILITES :
The Aviation Maintenance Advisor operates under the guidance of the INL Panama Senior Aviation Advisor (SAA) and routinely communicates progress of management activities, developments, results and challenges .
Assists National Aeronaval Service of Panama (SENAN) in the development, implementation, and improvement of comprehensive and effective aircraft maintenance, quality control, and logistical support systems, as required for the successful execution of the INL / SENAN Aviation Nationalization Program.
Coordinates with SENAN officials, SAA, INL / Aviation (INL / A), USG and commercial sources for subject matter expertise and resources to provide training and best practices for the INL / SENAN Aviation Nationalization Program.
Collects, reviews, analyzes data and assists in the development and dissemination of reports on aviation maintenance, quality control, safety and logistics management policies / procedures in support of the INL Panama counter-narcotics mission.
Provides aviation maintenance and quality control research and subject matter expertise to integrate an effective SENAN-operated information management program to the Aviation Nationalization Program.
Develops and maintains professional relationships with SENAN officials to ensure close, cooperative working relationships.
Liaises with INL / A and INL Panama to keep abreast of current policies, procedures, and rules that pertain to INL aviation operations.
Assists the SAA in the coordination of the INL Panama Aviation Program support, with a focus on assisting SENAN on attaining and sustaining an aviation program that meets international standards.
Prepares written reports and presentations on the nationalization program progress in support of SAA and SENAN requirements.
Recommends processes, procedures, programming, training, equipment, infrastructure and organizational improvements that offer potential improvement to the nationalization process.
Conducts advanced level surveys, evaluations, and special studies, as directed.
Performs other duties as requested and assigned related to this Statement of Work.
