PURPOSE -In line with the delegation’s operational priorities, the Cooperation Coordinator actively coordinates the building of positive relationships between the ICRC and the other components of the Movement, meaning 15 Red Crosses (National Societies) within the area of responsibilities (Panama and the Caribbean) and the International Federation of Red Cross and Red Crescent Societies (IFRC).
S / he manages the partnership approach, framework, procedures, processes (planning, evaluation, monitoring and reporting), and associated risks.
S / he is the focal point of the delegation in all Movement affairs. She / he provides guidance and oversight on all Movement dynamics and interactions that relate to the activities and remit of the delegation.
ACCOUNTABILITIES AND RESPONSABILITIES - Advises the management team and other coordinators to professionalize practices of cooperation with Movement partners.
Sets and implements the delegation's cooperation objectives in line with the ICRC's Movement policies and in consultation with the respective National Societies.
Strategizes approaches, analysis risks to partnering, and anticipates actions to take. - Influences the delegation’s orientations in planning and budgeting exercises and the delegation’s strategies that impact Movement cooperation.
Contextualizes global and regional approaches to Movement cooperation and proposes adjustments to new developments. - Coordinates with colleagues of the delegation, working in partnership with Movement partners and enhance know-how in partnering (best practices / guidelines / tools).
Maintains good relations with National Societies’ counterparts and strengthens their operational and technical capacities.
Coordinate with the IFRC in areas of mutual interest. - Manages directly 2 staff and indirectly one. -Geographic remit : country-wide and regional.
RELATIONSHIPS -Internally, interacts within the delegation and with technical reference persons at headquarters. -Externally, interacts with National Societies’ members, staff and volunteers, at strategic and technical levels.
REQUIREMENTS Skills : · Analysis and summarizing : Advisory role for the Movement strategic issues requires strategic analysis and political reading;
Negotiation : Capacity to obtain working partnerships in a complex cultural context; · Representing the ICRC, communicating and networking : Represent, train, and facilitate at strategic, operational and technical levels;
Planning, organization and assessment : Able to analyze the National Societies and plan and implement relevant programs;
Other : Diplomatic and interpersonal skills to navigate well with the National Societies. Certifications / Education required : · University degree or equivalent experience.
Excellent command (written and spoken) of Spanish and English and knowledge of French an asset. · Computer proficiency.
Professional Experience required : · 10 years overall professional experience. · Minimum 1 2 assignments within the international humanitarian sector preferably within the Movement, ICRC or National Society or IFRC.
Professional experience in program and people management.
