Job description : Purpose
To ensure the organization complies with current health and safety legislation approved codes of practice and guidance in relation to health and safety as well as work proactively with other managers to establish and maintain a system that promotes a culture of safe working practices across the organization.
Key Accountabilities and Challenges
To be the Responsible Safety Leader in Their Area
o Expert at auditing
o Manage and comply with calendar of audits under their responsibility
Maintain register of progress against audit
Support area with contractor management
o Including but not limited to Pre-tender audits
o Arrival Inspections, Induction & SMS Compliance
o Execution of periodic audits
Take responsibility for administration of all department safety incidents, specifically My Compliance.
Provide Department monthly feedback on incident closure
Support (but not lead) local team with correct incident protocol
o Protect the incident scene
Support area with implementation of the Department SMS
Provide feedback to Safety Superintendent regarding SMS implementation
o RA / SOP
Support local team with implementation of SHE Rep committee
To ensure day-to-day safety issues are addressed and brought to the attention of the Safety Superintendent in a timely manner.
Operate within and observe all relevant and applicable laws of Panama.
Assist in implementation of Safety and Health Standards in line with Corporate strategy and annual business plans.
Attend crew toolbox meetings on a daily basis
Support the organizational culture of FQM (Bolder, Driven, Smarter, Together) and actively promote it’s translation in terms of safety related activity
Support Department Managers to established company health, safety policies and procedures and ensure they are upheld
Conduct informal daily and formal weekly safety inspections in all areas within the scope of the Department.
Randomly conduct Planned task Observations in conjunction with the local supervisors.
Excellent written and oral communications skills.
Skills, Knowledge & Experience
Tertiary qualification in Health and Safety or equivalent.
Skilled knowledge of Health and Safety legislation and application in Panama.
Extensive knowledge of effective health and safety management strategies and best practices
Registered with IDONEDAD
Safety Officers accredit certificate through an international recognized institution.
Knowledge of ATTT and MOP road specifications
Good leadership, presentation and motivational skills.
Good interpersonal skills
Excellent knowledge, understanding and application of industry best practice
Health and Safety strategies for large-scale, continuous operational mining
Excellent cognitive and analytical skills with understanding of Health and Safety process improvement and incident control strategies.
Excellent verbal and written communication skills, and able to assemble data and provide clear and accurate reports in both an upward and downward direction.
Excellent project management and interpersonal skills.
Ability to work in a multicultural environment.
Strong computers skills especially MS Office.
Working with road construction and or traffic management environment.
Knowledge of OH&S systems, preferably ISO 45001 system.
Experience in road traffic incident investigations and auditing.
Must have valid clean Panamanian driving licence.
Must be computer literate.
Fluency in Spanish
English highly regarded.
