SUMMARY OF JOB DUTIES

  • Under the general authority of the Director-General and the direct supervision of the Assistant Director-General for Priority Africa and External Relations (ADG / PAX), and in close consultation with other Assistant Directors-General of program sectors (ADGs) and with the Directors of the regional and cluster offices of the Latin America and the Caribbean region, the incumbent acts as Director of the UNESCO Cluster Office in San Jose and representative of the Organization in Costa Rica, El Salvador, Honduras, Nicaragua and Panama.
  • He / she will develop and manage the multidisciplinary program of the Office and provide intellectual, strategic and operational leadership in the planning and implementation of activities, responding to the priority needs of the countries (Costa Rica,

  • The incumbent performs his / her functions within the framework of the medium-term strategies (C / 4), the approved programs and budgets (C / 5) and the Action Plan for priority Gender Equality of UNESCO, as well as internationally agreed development programs, such as Agenda 2030, in particular with regard to their regional and sub-regional dimensions.
  • The incumbent positions UNESCO as a trusted development partner in the countries covered by the Office, by ensuring the intellectual, strategic and operational direction of the Office, by participating in the activities carried out by the United Nations at the national level in the countries covered by the Office as well as at the regional level, and by managing external relations and partnerships.

  • REQUIRED QUALIFICATIONS

    Training

  • Advanced university degree (master's or equivalent) in a discipline related to UNESCO's mandate, in public or business administration or in international relations.
  • Professional experience

  • At least fifteen (15) years of professional experience in appropriate managerial positions with increasing responsibilities in the United Nations system, other international or national institutions, or in the private sector, including extensive leadership experience diplomatic action or development issues related to UNESCO's fields of competence, acquired in association with national or international organizations.
  • Proven experience in advocacy and resource mobilization.
  • Proven track record of implementing successful partnerships at global, local and community levels.
  • Skills & Competencies

  • Adherence to the mandate, vision, strategic direction and priorities of the Organization.
  • Aptitude for institutional leadership with a strong sense of objectivity and professional integrity, tact, diplomacy and political finesse.
  • Demonstrated ability in strategic planning and management, including the ability to manage large programs and projects and significant human and financial resources, and exercise appropriate oversight and control.
  • Ability to exercise intellectual leadership to guide staff, and the ability to build trust, manage, lead and motivate a large and diverse staff in a multicultural environment with sensitivity and respect for diversity, and ensure the supervision and control as well as continuous training and development of staff.
  • Ability to identify key strategic issues, objectives, opportunities and risks.
  • Organizational skills, including the ability to establish plans and priorities, to implement them effectively, and to design implementation strategies.
  • Ability to communicate effectively and convincingly, orally and in writing; proven ability to engage with a wide range of high level partners.
  • Languages

  • Excellent knowledge of one of the working languages of the Organization (English or French) and good knowledge of Spanish and ability to draft in that language.

  • Course / diploma / training in a discipline related to management.

  • Experience in the fields of international relations and diplomacy, multilateral cooperation, development.

  • Proven leadership and management skills combined with great flexibility.
  • Sense of good judgment and ability to make decisions.
  • Ability to identify key strategic issues, objectives, opportunities and risks.
  • Excellent interpersonal skills and ability to take initiatives and maintain good working relationships with partners of different nationalities and cultures.
  • Good knowledge of the United Nations system.
  • Languages

  • Knowledge of another official UNESCO language (Arabic, Chinese or Russian).
