PURPOSE : This role will support the Regional Director, PDQ and Ops Director with oversight over regional efforts and capacity strengthening to plan for and secure new development and humanitarian awards for countries in the LAC region.

The role holder will support the Regional Office and Country Offices as needed in the analysis, development and review of resource development strategies.

S / he will be expected to support in strategic portfolio planning, donor engagement, identification and development of funding opportunities.

In collaboration and coordination with Members, the Regional NBD and Awards Manager will process-lead and / or act as lead writer for regional and / or large and strategic funding opportunities and coordinate the input of Technical Advisors, Advocacy, Operations, Finance, HR and Security into proposals and budgets.

S / he may be deployed up to 30% of the time to work with and strengthen Country Office bids with a major focus on writing / coordinating aspects of proposal development.

The position requires innovative thinking and creativity to package and reframe Save the Children program strategies in ways that attract the right donor support and grow the Latin America and Caribbean (LAC) country office and regional portfolios effectively.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Role Dimensions : The role works very closely with Save the Children (SC) Members and Country Offices.


Business Development (Planning)

  • Support Country Offices in the development of and / or support Regional Office to conduct and / or review donor landscape assessments and develop comprehensive funding strategies in line with the Country Strategic Plans and in collaboration with Senior Leadership.
  • Pro-actively seek local donor intelligence on prospective new opportunities or partnerships for accounts and share new intelligence productively and participate in in key regional donor meetings with RD or other SMT members.
  • Support Regional Director and Regional Ops Director in leading / supporting consortium building as needed on single or regional bids.
  • Support Regional Ops Director to track win / loss rates for the region; assess trends in reasons for rejection and develop targeted action plans as necessary.
  • Proposal Development (Securing)

  • Deploy to Country Offices as needed to provide proposal development support and gap filling
  • Serve as humanitarian NBD or proposal development backstop in humanitarian responses as necessary.
  • Directly manage the proposal development planning process for regional and multi-country concept notes, proposals working closely with RO PDQ, Finance, COs and Members.
  • Draft key sections of regional proposals that are standard inputs e.g. capability statements; country context and programme experience, while drawing on the expertise of technical advisors, Operations, Finance, HR and Security.
  • Consolidate multi-country proposals (including concept note, budget and logical frameworks) and provide detailed editing / re-writes as necessary;
  • Reporting for Regional / Multi-Country Awards

  • Ensure all proposals and reports being submitted to external donors have passed through the relevant Save the Children Member donor account management team for review and signoff before submission;
  • Track reporting KPIs for Country Offices and design and administer targeted performance plans as needed
  • Capacity Strengthening

  • Build a network of business development colleagues across the region and represent interests and challenges for CO / RO attention and investment;
  • Broker training opportunities and resources to build national capacity of proposal development staff in proposal development and report writing;
  • Lead business development colleagues in developing standard capacity statements, management plans and other boilerplate for their countries for adaptation and use in proposals.


  • Education to MSc / MA / MEng level in a relevant subject or equivalent field experience
  • Specific experience of developing proposals in areas related to Save the Children s mandate.
  • Previous experience of project management and project cycle management, including project design, implementation and evaluation
  • Experience leading the preparation of successful (narrative and budget) proposals and reports for several different donors e.
  • g. ECHO, DFID, OFDA, BPRM, DFATD, SIDA, DANIDA, NORAD, among others.

  • Good understanding of donor compliance and reporting mechanisms and requirements
  • Understanding of relationship between Save the Children International and Save the Children members
  • Strong working familiarity with project monitoring and evaluation
  • Proven capacity to support and coach staff, incl. remotely
  • Experience of budget development, management and monitoring.
  • Experience of and commitment to working through systems of community participation and accountability
  • Ability to prioritize workload and juggle multiple projects and deadlines
  • A high level of written and spoken English and Spanish
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support
