The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The UNEP Latin America and the Caribbean Office (ROLAC), located in Panama City, works closely with the thirty-three countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

The Forum of Ministers of Environment of Latin America and the Caribbean (Forum of Ministers) established in 1982 is the oldest and most relevant cooperation body for environmental authorities in the region.

The Office for Latin America and the Caribbean of the UN Environment Programme (UNEP) hosts the Secretary of this forum.

In February 2021, the Action Plan for the Decade on Ecosystem Restoration in Latin America and the Caribbean was approved during the XXII Forum of Ministers of Environment.

The Action Plan seeks to support the regional implementation of the UN Decade on Ecosystem Restoration (2021-2030) by promoting, accelerating and scaling-up ecosystem restoration in the region.

UNEP ROLAC is looking for a home-based consultant to develop the Ecosystem Restoration base line and map the strategic partners that can participate actively in the UN Decade on Ecosystem Restoration in Latin America and the Caribbean (LAC).

The consultant will develop a template matrix and record the hectares under restoration in the thirty-three countries of the region derived from maps, surveys and other statistical data, type of ecosystem according to the International Union for Conservation of Nature (IUCN) Restoration Barometer criteria, and institutions, policies, and plans available from 2020 to present.

In parallel, the consultant will map strategic partners plus target audiences for the implementation of the UN Decade in LAC.

The information gathered will serve as a basis to establish the baseline and monitor the implementation of the Action Plan for Ecosystem Restoration in Latin America and the Caribbean envisaged to help countries to initiate, improve or accelerate the implementation of their national restoration policies, programs and plans for marine, terrestrial and inland water ecosystems, and to identify opportunities to leverage public and private finance, while at the same time tackling poverty and improving human sustainable development.

In addition, will catalogue and identify the role of strategic partners in the region that can participate actively in the UN Decade on Ecosystem Restoration and the implementation of the Regional Action Plan.

The Monitoring Specialist for Decade for Ecosystem Restoration will be supervised by the UNEP’s Biodiversity and Ecosystems Regional Coordinator and will work from home.

Qualifications / special skills

Academic Qualifications :

  • Masters’ degree in a field related to international development, management or business administration, with focus on sustainable development, ecosystems conservation, ecology, environmental sciences, natural resources management, environmental planning or a related theme is required.
  • Experience :

  • Minimum of 5 years of professional experience in environmental planning, stakeholders’ engagement or project management is required.
  • Experience processing, analyzing or systematizing documents and information is required.
  • Work with different actors on environmental policy and strategic issues (cooperation agencies, government officials, donor representatives or civil society) is required.
  • Language :

  • Fluent competence in written and oral Spanish and confident in English is required. Knowledge of Portuguese would be an advantage.
  • Skills :

  • Demonstrated ability with data management and monitoring.
  • competencies and stakeholder’s engagement in LAC.
  • Strong analytical, writing and communication skills.
  • Able to work independently with little or no supervision.
  • Familiarity engaging Latin American governments and partners strongly desired.
  • Standard computer software application literacy is expected.
