Hitachi Rail is looking for an enthusiastic self-motivated Senior Quality Assurance Engineer who thrives in a fast-paced environment.

The successful candidate is comfortable performing a wide range of tasks from administrative to strategic. The position is based in PANAMA .

Mission :

  • Implementation of quality management in line with STS Strategies and in compliance with IMS for complex projects (e.g. involving more than one legal entity) or plants.
  • Accountabilities

    Responsible for management of Project Quality Assurance activities for the Panama Line 3 project. As the on-site Project Quality Engineer, the candidate will be responsible for :

  • Interfacing with the program level team as well as subcontractors and suppliers to ensure the proper execution of the project in accordance with applicable planning documents and contractual requirements;
  • Quality interface with primary subcontractors and responsible for unified approach to quality between all subcontractors and the program level organization including supporting the integration of the systems from a quality assurance perspective;
  • Interfacing with and completely familiar with all ongoing quality functions being performed by Hitachi Rail STS and its Subcontractors and suppliers;
  • Creation of all Hitachi Rail STS Panama Line 3 project quality planning documents (e.g., Quality Plan, Software Quality Assurance Plan, etc.);
  • Evaluating problems and verifying resolutions, including ordering rework or replacement for any non-conforming Work;
  • Ensure the identification of any supplier and vendor issues / problems and the sharing of these issues / problems with all relevant Company units;
  • Ensure the implementation of all quality assurance activities required to solve any supplier / vendor issues / problems;
  • Ensure the preparation of a yearly internal and external quality audit program and implement the activities in accordance with the program schedule and defined methodology;
  • Witnessing inspections of various systems, subsystems or products, including First Article Inspections (e.g., supporting Engineering);
  • Supporting any receiving inspection activities as required;
  • Establishing an on-site Quality Assurance program based upon the contract requirements and the Hitachi Global Business Management System;
  • Primary quality interface with the customer counterpart;
  • Supporting the on-site Program team regarding all Quality Assurance activities;
  • Ensure the definition, planning and implementation of all Company activities required for the achievement of the Hitachi’s quality certifications (e.g. ISO 9001).

    Job requirements

    Required skills and experience

  • 5-10 Years Business Experience as QA Engineer in a Project environment overseeing the delivery of CBTC contracts of a similar scope and complexity to the Panama Line 3 Contract;
  • University Degree (Engineering) or Equivalent Technical background;
  • Manage Quality Assurance activities for a Project greater than 100M;
  • Experience in CBTC systems of a level necessary to coordinate any quality or inspection issues;
  • Installation experience of a level necessary to coordinate with the installer any quality issues or inspections;
  • Experience auditing systems, processes, and products (hardware and software) both internally and externally;
  • Experience in reading technical documents, drawings and / or schematics;
  • Experience in Software Quality Assurance, Hardware Quality Assurance, and Configuration Management;
  • Experience in Quality Management within the public transit industry;
  • Experience in working with Quality Management Systems;
  • Knowledge and implementation experience of applicable standards (e.g, ISO 9001 : 2015, CENELEC, CMMI, IRIS, etc.)
  • Auditing Standards (ISO 19011) and techniques
  • Knowledge of quality methods (such as PDCA);
  • Process Management Knowledge and organization techniques
  • Knowledge of Risk and Opportunity Management;
  • Knowledge of Project Management;
  • Knowledge of cost estimating techniques and budgeting;

  • Desired skills and experience

    Certification to ISO 9001 : 2015 Certified Lead Auditor (CQA), Certified Quality Engineer (CQE), or Certified Manager of Quality / Operational Excellence (CQM / OE) a plus.
