What's th role :

The Senior Manager BSS Delivery CoE leads the Center of Excellence (CoE) and the Community of Practice (CoP) of Business Support Systems (BSS) for all Liberty Latin America operations.

The teams reporting to this role own the design, development, testing, delivery, Tier-3 support and budget related to BSS for all new Billing and Online Charging System (OCS) platforms across Liberty Latin America.

Also, will coordinate and collaborate with all IT teams to deliver complete and integrated solutions supporting Liberty Latin America operations, and drive awareness and knowledge of contemporary operational and BSS best practices and methods for the CoP and other stakeholders across the organization.

What you'll do :

  • Manages a team of (senior) Technical Product Owners to develop and execute the strategy for the solutions under scope
  • Liaises with other CoE Leaders, IT Business Partners and BSS local teams to drive the architecture blueprint implementation across Liberty Latin America
  • Manages SDLC (Software Development Lifecycle), implementation, integration and Tier 3 support, according to current industry best practices, for the IT component of all BSS solutions across Liberty Latin America (including, but not limited to, solution design, solution development, documentation, vendor management)
  • Collaborates with IT Demand on managing business and technical requests for solutions (including, but not limited to, agreeing the scope and functionality of the change requirements to be implemented, developing the detailed design and estimating the effort for development / configuration)
  • Collaborates with IT Quality Assurance on the release of solutions under scope (including, but not limited to, knowledge transfer, test support, bug fixing and documentation)
  • Collaborates with IT PMO on project planning and tracking (including, but not limited to, timelines, resource allocation, dependencies, risk management action plans, business and operational readiness assessment)
  • Collaborates with Legal and Procurement teams to validate and finalize vendor contractual agreements from a technical perspective
  • Implements and enforces SOX General IT Controls pertaining to applications and processes under scope
  • Develops and tracks budget pertaining to applications and processes under scope
  • Manages vendors for BSS, Billing and OCS platforms (including, but not limited to vendor selection, KPIs definition and monitoring, performance reviews, relationship management)
  • Knowledge and Experience :

  • Bachelor level, Information Technology and / or comparable technical engineering degree
  • Ideally educated to degree level or alternate appropriate industry experience
  • Demonstrable experience (5-8 years) of working in a large telco in a complex operational environment managing geographically distributed and cross-functional teams
  • Demonstrable experience (3 years min) engaging effectively with executive and senior level management
  • Demonstrable relevant experience (at a minimum as Technical Product Owner), including but not limited to : IT landscapes in a project management or operational roleExperience delivering products and services to customers and improving the delivery process while managing deadlines and making decisions that are risk and value drivenDeep functional knowledge of the key BSS components (billing, service fulfilment, revenue management, customer management, order management, product catalogues, inventory, charging) and their relationship to OSS and CRM functionsTMForum frameworks (e.
  • g. eTOM, TAM, OpenAPI)Agile certification (desirable)DevOps principles

  • Knowledge / exposure of / to SOA architecture, web service standards and technologies (XML, SOAP, WSDL, UDDI, REST), and integration development (Microservices, MDBs)
  • Experience and appreciation of working in a customer focused environment essential
  • Proven capability within the specified discipline (business requirements for IT solutions in telcos, mainly focused on BSS, Billing, OCS and OSS) at a strong functional and technical level
  • Has the ability to communicate effectively at all levels, translating complex technical language into high-level executive narrative
  • Proven experience of managing operational and technical teams
  • Ability to drive improvement programs across diverse and complex environments
  • Strong record of people management (direct or indirect) including communication, negotiation and conflict resolution skills
  • Proven ability to establish and maintain effective internal and external working partnerships at all levels through a collaborative approach
  • Demonstrate strong influencing and persuading skills, encourage colleagues and teams to change established processes and achieve improvements and best practice
  • Timeliness in all actions with quality consciousness towards services received and provided
  • Strong written and verbal communication skills (preferably in Spanish and English) and ability to form strong business relationships across multiple locations
