Chief Private Sector Partnership Officer

Organizational Setting and Work Relationships

The Chief Private Sector Partnership Officer is a senior managerial position within the Private Sector Partnership (PSP) country or multi-country operation and is part of a larger PSP team expected to manage, co-ordinate, advise and support PSP markets in their respective area of responsibility (AOR).

The Chief Private Sector Fundraising Officer is playing an integral part in the global PSP goal and strategy to raise 1 Billion USD annually.

The incumbent serves as advisor and liaison person within the AOR, between the assigned Country Offices / National Associations, HQs, and the respective Bureau.

The incumbent will set strategy, implement the PSP budget and could also be called on to develop new and / or support existing markets / programmes within the AOR.

The Chief Private Sector Partnership Officer will be coordinating closely with regional, multi-country and country offices and functions and represent the PSP management in the pursuit of delivering PSP plans and strategy.

In addition, the incumbent will lead and be responsible for the performance and development of all investments and staff under the AOR.

  • Implement the PSP strategy and align it to the AOR as appropriate in line with and supporting the global vision.
  • Oversee the development and endorsement of the PSP Annual Communication and Fundraising Plans, Budgets and Reports, in agreement with the respective Bureau Director and Representative(s) in order to ensure PSP s alignment with country approach.
  • Provide advice and guidance to the Regional Bureau and Country Operations, listen to their concerns and take into considerations their perspective on matters pertaining to private sector fundraising and engagement, including shared value engagement and issues in support of the Global Compact on Refugees.
  • Stay abreast of geopolitical events with potential impact on the performance and results of the PSP operation within the AOR.
  • Ensure plans are prepared to cope with unforeseen events, impacting optimal performance of the concerned PSP AOR in its pursuit of global goals.
  • Develop and foster relations with key corporate partners, foundations, trusts and high net worth individuals that require stewardship within the AOR.
  • Channel as appropriate any application to the National Growth Fund (NGF) in line with Annual Plans and opportunities arising in each market.
  • Manage and ensure timely reporting on UNHCR s PSP investments within the AOR (including through the NGF).
  • Serve as advisor to the Head of PSP Service and respective Bureau Director and Representative(s) on matters pertaining to private sector engagement, partnerships and fundraising within the AOR.
  • Recommend and oversee any new market entry in the AOR and analyse the competitive environment (key performance indicators) to monitor private sector fundraising performance and make recommendations to the supervisor.
  • Approve forecasts and reporting on PSP activities and performance within the AOR; evaluate the fundraising effectiveness and make timely recommendations to achieve or surpass targets.
  • In coordination with the Country Representative(s), elevate the standing of UNHCR among the private sector and the public at large through strategic engagement with corporations, business leaders and opinion influencers.
  • Act as focal point for PSP international working groups, task forces, special projects and other strategic and management tasks as and when required.
  • Ensure that private sector engagement across the AOR, including shared value engagement, is systematically mapped and streamlined, and that applicable policies and guidelines are complied with, particularly with regard to due diligence and in-kind donations.
  • Manage PSP country level supporter engagement, communications, advocacy initiatives and campaigns and make sure these, are developed in an integrated manner with key Country Office counterparts with clear KPIs and accountabilities.
  • Aligned with PSP global emergency team ensure maximum leverage of emergency fundraising opportunities across the AOR.
  • Act as focal point for non-PSP markets local fundraising efforts with a developed action planning process and resources that support professional and productive activities for offices that are not PSP.
  • Advise the respective Regional Bureau Director and Country Representative(s) and key counterparts of the opportunities and challenges of operational partnerships and link PSP s Operational Partnership team into relevant and strategic initiatives.
  • In close cooperation with HQs remain on top of issues of organisation-wide reputational risk and ensure transparency vis-a-vis donors within the AOR.
  • Serve and support the Country Office(s) within the AOR in matters that may arise and require senior leadership.
  • Ensure that staff and financial resources are managed efficiently and are matching with operational requirements.

    Education & Professional Work Experience

    Years of Experience / Degree Level

    For P5 - 12 years relevant experience with Undergraduate degree; or 11 years relevant experience with Graduate degree; or 10 years relevant experience with Doctorate degree

  • Minimum 10 years of senior management experience and responsibility overseeing multi-country or multi-disciplinary teams, of which at least 7 years of private sector fundraising experience in a not-for-profit organisation or in an international organisation.
  • Proven expertise and up-to-date knowledge of PSP management of Private Sector Fundraising Investment portfolio, processes and procedures in existing and new private sector fundraising techniques including direct marketing and direct response fundraising, telemarketing, monthly donor programmes such as face-to-face, mass appeals, major donor fundraising, e-fundraising and emergency fundraising.
  • Proven ability to work in a competitive, diverse and multicultural work environment.
  • Ability to successfully manage private sector fundraising staff and meet market-competitive fundraising targets in PPH and IG.
  • Proven experience in the full PPH fundraising cycle across multiple income streams like corporates, foundations, major donors and High Net Worth Individuals (HNWI).
  • Proven experience to manage accounts with (major) private donors, third parties and / or vendors.
  • Current market knowledge of private sector fundraising in relevant core markets.
  • Experience in starting up private sector fundraising market and programmes in new countries.
