Job Purpose

The PMER officer is primarily responsible for providing technical support in the planning, monitoring and reporting actions related to the sub-

regional emergency appeal, in compliance with IFRC’s procedures and standards for PMER. This includes support in the design of the emergency plan of action, revision of migration-

related proposals and contributing to the reporting needs of the migration response operations active both at the sub-regional and country level, as needed.

Job Duties and Responsibilities


  • Support in the creation of new and revised EPoAs based on on-going needs assessments and potential funding sources
  • Provide technical support for project proposals and documents for potential funders
  • Work with operations team to develop baseline data
  • Monitoring

  • Develop monitoring tools and system (M&E plan, indicator tracking table, activity implementation and others) for the operation, ensuring alignment with the Toluca declaration and regional migration strategy and global migration framework
  • Collect and systematize data
  • Monitor progress in situ, as needed
  • Coordinate and develop information flows with the target NSs
  • Ensure credible, reliable and timely monitoring data that can inform on-going management decisions, strategic planning and uphold accountability
  • Evaluation

  • Creation of terms of reference, timetable and guidance for evaluation(s) of this operation
  • Support the selection process of the evaluation team
  • Assist in the follow-up tasks to the evaluation recommendations, including management response and feeding into regional monitoring of recent evaluations’ recommendations
  • Contribute to upholding technical standards for evaluations in other migration-related operations in the sub-region
  • Reporting

  • Ensure timeliness and compliance to standard and non-standard reporting requirements for the operation
  • Produce accurate, regular, and timely narrative reports (operations updates, revised emergency appeal, pledge-based narrative reports, non-
  • standard narrative reports) for the operation

  • Conduct cross-check of the programmatic information and financial data in reports jointly with finance unit to ensure coherence
  • Keep the partnership and relationship development department and other stakeholders informed about the state of the reports for donors
  • Assist National Societies to report on their achievements of outcomes and outputs following quality standards, in a timely fashion, and aligned with the operational budgets
  • Deployments (as needed) outside Panama duty station to work with operations team and / or NSs on PMER-related issues
  • Provide technical support and share tools in PMER with NSs in the implementation of migration-related emergency operations
  • Perform other PMER-related duties according to the priorities determined by the head of operations and / or PMER regional coordinator
  • Education

  • University degree in relevant area or demonstratable equivalent experience
  • Technical training in PMER, especially in managing Emergency Appeals and Emergency Plan of Actions
  • Technical training as RIT / FACT, preferred
  • Experience

  • At least of 2 years’ experience in PMER and / or in the field of disaster management
  • Solid experience in report writing and editing, with attention to product delivery in accordance with tight deadlines
  • Experience in project cycle management
  • Experience in working with a non-profit or humanitarian organization
  • Acquainted with IFRC policies, procedures and systems, preferred
  • Experience in working within the different components of the RC / RC Movement, preferred
  • Knowledge, skills and languages

  • Strong analytical and problem-solving skills

  • Able to work independently and as part of a team
  • Flexible and adaptable to work effectively in a multicultural environment
  • Skilled in data gathering, processing and analysis
  • Good computer skills (Windows, spreadsheets, internet-based research)

  • Fluently spoken and written English
  • Fluently spoken and written Spanish
