TERMS OF REFERENCE FOR INDIVIDUAL CONTRACTOR

KNOWLEDGE MANAGEMENT IN THE AREA OF SOCIAL POLICY

BACKGROUND AND MOTIVATION :

  • The Social Policy area of the UNICEF Regional Office for Latin America and the Caribbean works in three main areas, including : (i) the analysis of the child poverty situation;
  • ii) the strengthening of social protection systems with a focus on children and adolescents, and (iii) the increase in investment of children, the strengthening of local governance and decentralization.

    Specifically, in the area of child poverty, we contribute technical assistance to the Country Offices so that they can provide support to governments in the areas of statistics and planning efforts for the conceptualization and multidimensional measurement of child poverty with a human rights approach.

    In terms of social protection , we support the work of the Ministries of Social Development and other relevant bodies by strengthening social protection policies and interventions.

    For this purpose, we elaborate studies in several countries on the state of social protection to guide improvements and closing gaps.

    We are also expanding our support so that social protection programs can be made more flexible and respond better in case of humanitarian situations and emergencies.

    In the area of investment of children , we work to strengthen the capacities of government agencies and thus improve the efficiency of public spending for children.

    For this purpose, we provide technical assistance to the Ministries of Finance and Treasury, to carry out the measurement, analysis and monitoring of public investment directed at children.

    We also promote the exchange of best practices at the sub-national level to ensure that public policies have positive impacts on the lives of children, especially the most excluded.

    The work produced in this wide range of areas has generated a large number of documents over the last years and knowledge products that need to be properly disseminated and made available for use by the institution and the public.

    In this regard, it is necessary to hire an Individual Contractor in knowledge management, who can support in relieving, communicating and disseminating key material, in the broad framework of a strategy for the exchange of information and learning, which minimizes the risk of fragmentation of knowledge, of eventual limited strategic impact, or of the use of research resources with limited impact and effectiveness.

    This strategic communication will firstly involve all the social policy officers in the region, but also link the region with developments at a global level, in order to access ideas, documents and experiences.

    As it is central to the advisory work in social policy of the regional office of LACRO to be able to bring substantive knowledge in policies and experiences to the Country Offices, the Unit requires a full-

    time dedicated team member to generate an exchange network based on a culture of knowledge and trust, in transmitting the orientation to service, and in facilitating the provision of first level resources and resulting in an effective sharing of knowledge .

    The Individual Contractor will be part of a team of excellence, and his commitment is expected in the design of this strategy that will seek to give a brand and internal and external visibility to the task of social policy in LACRO.

    PURPOSE :

    Under the supervision of the Regional Social Policy Advisor, the main objective of this consultancy is to develop a knowledge management strategy in social policy and establish a systematic information exchange network with social specialists in the Country Offices, and the institution as a whole.

    This strategy will allow the exchange of strategic information, develop a set of knowledge products and services, in brand and content, and develop a consensus of key messages about shared results and priorities.

    The contractor will also develop key communication material to disseminate relevant information and documentation on social policy in Latin America and the Caribbean, and to promote the work of UNICEF in this area.

    Finally, the contractor will also seek to develop a repository of documents, information and best practices in the area of social policy in the region.

    EXPECTED RESULTS (measurable results) :

  • Work Plan , including the strategy and schedule of the elaboration of materials and communications events agreed upon.
  • Monthly Bulletin of LACRO Social Policy , oriented to HQ, other regional advisors, and social policy officers, to increase the visibility of HQ and offices.
  • Development and dissemination of the contents of a website dedicated to equity and inclusion and that :
  • Develops the main messages of the area
  • Allows links to platforms for the purpose of sharing experiences, discussions, repository. technical guides, etc
  • Updating of the Social Policy’s Regional Office website and the development of a document repository, and digital content production as a whole .
  • The purpose of this activity is to have an updated Social Policy page containing all the key information available to users.

    The repository of documents is intended to provide a unique database of key documents that will become in the future a useful platform for information on social policy in the region.

    Digital content will be created on the basis of research, writing or synthesis of materials based on the analytical production of UNICEF, in coordination with professionals in the area.

  • Development of journalistic articles and social network content on relevant topics of Social Policy . The purpose of this activity will be to have short articles and material published in different media and social networks that are of interest to the Country Offices and their government counterparts.
  • This work may include the development of interviews with influential personalities and summaries of articles of interest in the different topics covered by Social Policy.

  • Management of social networks. The purpose of this activity is to promote greater visibility to the work that is already taking place both in the Country Offices and in the Regional Office in the area of Social Policy.
  • Summary of key information for easy dissemination . The purpose of this activity is to have summarized and succinct material that manages to explain different topics of the Social Policy area.
  • This work may include the development of PowerPoint presentations and / or the development of infographics, successful stories, best practices, etc.

  • Support in event organization .
  • Support in message positioning, through internal and external allies. Including the elaboration and updating of databases for the distribution of materials .
  • Liaise with Innocenti, CO, and HQ for constant monitoring, track research in technical notes or briefs.

  • Support the completion, publication and dissemination of the following knowledge products : Social Protection and Zika, Evaluation of Initiatives of Child Friendly Cities;
  • Social Protection Strategy for Latin America, among others.

  • Use of digital tools such as Hootsuite, MailChimp, Foresee, Survey Monkey, Google Analytics, and others.
  • Provide editorial support, with excellent writing in English and Spanish. Management of style and clear vocabulary that properly impacts different audiences.
  • Provide attention to detail by ensuring that content is grammatically correct and free of errors.

    IV. DELIVERABLES :

    Detailed Work Plan , including calendar of activities and specificity of the products to be delivered

    Social Policy website with first-rate content developed and updated and document repository developed and operating.

    Twelve journalistic articles that present different topics of social policy and their respective publication in media and social networks.

    For the development of this product, various formats and dissemination mechanisms may be used.

    Two editions of the Challenges Bulletin , in coordination with ECLAC, and on UNICEF research topics

    Three infographics on key issues in the area of Social Policy in the region . The specific topics will be defined with the Regional Advisor to ensure that it is the material of greatest demand and interest.

    Content calendar for Twitter, Facebook or other social networds developed with the communication office.

    Brand development of the Units products : (i) "Flagships"; (ii) studies; (iii) Technical Notes, and (iv) Internal briefing.

  • Support in the organization of events of the year : (i) Dominica Seminar; (ii) Seminar on Public Investment of Children in Santo Domingo;
  • iii) Cities and Children's Seminar : and (iv) Others .

    Others to be agreed upon in the initial Work Plan .

    V. KEY QUALIFICATIONS, TECHNICAL BACKGROUND, AND EXPERIENCE REQUIRED :

  • University degree in communications and social sciences or international relations, with a Master's degree in Communications for Development.
  • Experience of more than 3 years in communication, research and dissemination of social policy information.
  • Demonstrated experience in knowledge management and management of media and social networks for the dissemination of information.
  • Demonstrated experience in branding for the positioning and development of messages.
  • Work experience in networks and coordination. Experience managing alliances of multiple partners.
  • Excellent interpersonal and communication skills.
  • Coordination and organization skills + dynamism.
  • Understanding of techniques for the creation of digital content, such as Hootsuite, MailChimp and Wordpress, with metrics of social media use, and search optimization.
  • Experience in the development of key documentation, compilation of best practices and lessons learned.
  • Demonstrated organizational skills for compliance with short-term product delivery.
  • Complete fluency of English and Spanish.
  • VI. MANAGEMENT ARRANGEMENTS

    The contractor will be managed by the Regional Social Policy Advisor of the Regional Office, who will provide constant guidance and orientation.

    VII. INDIVIDUAL CONTRACTOR’S WORKPLACE :

    The Contractor will work in Panama. This contract will have a duration of 11.5 months from the signing of the contract.

    VIII. TRAVEL (IF APPLICABLE) :

    Travel will be covered by UNICEF as per policy.

    Travel costs will be estimated and added to the contract once they are determined based on UNICEF Financial Rules and Regulations.

    Please note, for travel to countries - it will be decided based on agreements with UNICEF and contractor / consultant. For agreed country visits, the contractor / consultant will be responsible in administering its own travel.

    UNICEF will reimburse travel related expenses based on actual costs or on the below criteria whichever is lower and upon presentation of receipts.

    Any travel involved should be budgeted according to UN Travel Standards as a ceiling.

  • IX. FEES :

    Candidates are requested to submit a financial proposal based on the deliverables mentioned above.

    X. PAYMENT PROVISIONS :

    UNICEF's policy is to pay for the performance of contractual services rendered or to effect payment upon the achievement of specific milestones described in the contract.

    UNICEF's policy is not to grant advance payments except in unusual situations where the potential contractor, whether an Individual consultant / contractor, private firm, NGO or a government or other entity, specifies in the bid that there are special circumstances warranting an advance payment.

    UNICEF will normally require a bank guarantee or other suitable security arrangement.

    Payments will be made upon delivery and approval of deliverables by UNICEF. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if outputs are incomplete, not delivered of for failure to meet deadlines.

    Details of payments will be agreed in advance and individually between the Individual Contractor and UNICEF.

    XI. EVALUATION METHOD AND CRITERIA :

    Consultants and / or Individual Contractors (CIC) will be evaluated based on a cumulative methodology, being the award of the contract made to the CIC whose offer has been evaluated and determined as :

  • Responsive / compliant / acceptable, and;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

    Only candidates obtaining a minimum of 70 points (of the total technical points) would be considered for the Financial Evaluation.

    Technical Proposal

    The technical proposal should include : cover letter referring to the required qualifications, timeline, workplan, proposed methodology, and 3 contact references from previous work experience.

    Proven Experience

    TEST

    A technical test will be requested to candidates that pass the first filter. they are invited to perform a technical test (60%) : using the institution's style manual, as well as the photographs provided, perform the following exercises : 1

  • Propose a systematization of the information contained in the questionnaires delivered by the country offices. The idea is to have a product that visually synthesizes the most important points of the organization's work in the region.
  • Propose 4 infographics from the Latin American document 25 years after the approval of the Convention on the Rights of the Child.
  • The objective is to communicate the most relevant findings of this technical document to a non-specialized public.

  • Propose a press release of maximum one page, in English, on a field mission of the Regional Advisor, Mónica Rubio, to a country in the region to participate in a Seminar on Social Protection Systems together with government counterparts, academia , civil society organizations and the country office in question.

    Financial Proposal

    In addition, separately from the technical proposal (as in another document), a financial proposal detailing the total costs of the assignment (not including costs for travel yet) must be submitted.

    The total amount of points allocated for the economic component is 10 . The maximum number of points will be allotted to the lowest price proposal and compared among those consultants which obtain the threshold points in the evaluation of the technical component.
