Latin America and the Caribbean (LAC) is a fast-growing region with high potential and ambitious goals, but faces some constraints in relation to existing ways of doing business.
This Fundraising Planner will provide additional support in key areas that could unlock growth in the region, in addition to developing a regional donor campaign and establishing and managing the process for review of strategic plans.
How can you make a difference?
UNICEF seeks a Fundraising Planner to fulfill specific tasks for the Private Fundraising and Partnerships (PFP) team in the UNICEF Latin America and Caribbean Regional Office (LAC-RO).
They will work alongside the PFP team and Country Offices (COs) to help specific CO’s deliver on their 2018 PSP goals, develop the framework necessary for the delivery of their 2019 goals including furthering two of the main enabling areas critical to further work in the region.
The incumbent will work closely with the Fundraising and Operations teams in Country Offices across the region, in addition to the PFP teams in Geneva to help deliver :
DELIVERABLES : Description
Help deliver 4-5 Regional LTAs for Digital, Face to Face, Telemarketing and Payment Gateways
1 x Report from outcome of Operation and PFP Planning Calls
1 x Analysis on scale of Legal Support for private sector engagement
4 x Strategic Plans revised and submitted
Development of 4 x 2019 CO Support Plans

CONSULTANT / INDIVIDUAL CONTRACTOR’S WORKPLACE :
The consultancy is based in Panama . The Contractor should take care of all legal requirements for their stay in Panama.
While based in Panama, this post will require some travel which will be covered by UNICEF policy (described in the next section).
TRAVEL (IF APPLICABLE) :
Travel will be covered by UNICEF as per policy.
Travel costs will be estimated and added to the contract once they are determined based on UNICEF Financial Rules and Regulations.
Please note, for travel to countries - it will be decided based on agreements with UNICEF and contractor / consultant. For agreed country visits, the contractor / consultant will be responsible in administering its own travel.
UNICEF will reimburse travel related expenses based on actual costs or on the below criteria whichever is lower and upon presentation of receipts.
Any travel involved should be budgeted according to UN Travel Standards as a ceiling.

Applicants are requested to submit a proposal for the consultancy including a clear fee structure based on a monthly fee .
Qualified candidates are requested to submit a financial proposal. Proven past experience and financial proposal will be taken into consideration during selection process.
EVALUATION METHOD AND CRITERIA :
Consultants and / or Individual Contractors (CIC) will be evaluated based on a cumulative methodology, being the award of the contract made to the CIC whose offer has been evaluated and determined as :
Technical Criteria weight 75 %
The proposed work plan should be consistent with a technical approach and methodology, showing understanding of the TOR and ability to translate it into a feasible working plan
Financial Criteria weight 25 %
Only candidates obtaining a minimum of 60 points total technical points would be considered for the Financial Evaluation.

Price Proposal (Commercial Evaluation)
The total amount of points allocated for the price component is 25 . The maximum number of points will be allotted to the lowest price proposal that is opened and compared among those invited firms / institutions which obtain the threshold points in the evaluation of the technical component.
All other price proposals will receive points in inverse proportion to the lowest price; :

Total obtainable Technical and Price points : 100
The Proposer(s) achieving the highest combined technical and price score will (subject to any negotiations and the various other rights of UNICEF) be awarded the contract(s).
